Abstract
Participatory development, which should involve the entire community from planning, implementation, benefit taking and evaluation, is in fact not always implemented in all rural areas. In Cijaku Village, the community only participates in development planning and development implementation. This research aims to explore the quality of community participation in Cijaku Village which is analyzed using the ladder of participation theory proposed by Arnstein. This theory divides levels of participation into eight steps, starting from the first ladder, manipulation, therapy, informing, consultation, placement, partnership, delegated power, and the top ladder is citizen control. The approach used in this research is a qualitative approach with a case study method. The data taken is data from interviews, observations and documentation regarding community participation in development in Cijaku Village. The results of this research show that the people of Cijaku Village occupy the fifth ladder, namely placement or reassurance. Where the public, even though the community is given the opportunity to express opinions and input, the final decision is still held by the government without any significant influence from the input. The level of participation of the Cijaku Village community is influenced by social networks and also the local community's trust in the Cijaku Village government, where social relations between the government and the community influence community participation in participation.

| Additional Information: | Pembangunan partisipatif yang harusnya melibatkan seluruh masyarakat dari mulai perencanaan, pelaksanaan, pengambilan manfaat dan evaluasi nyatanya tidak selalu diterapkan di seluruh wilayah pedesaan. Di Desa Cijaku, masyarakat hanya berpartisipasi dalam perencanaan pembangunan dan pelaksanaan pembangunan. Penelitian ini bertujuan untuk mendalami kualitas partisipasi masyarakat Desa Cijaku yang dianalisis menggunakan teori the ladder of Participation yang dikemukakan oleh Arnstein. Teori ini membagi tingkatan partisipasi kedalam delapan anak tangga, dimulai dari tangga pertama, manipulation, therapi, informing, consultation, placation, partnership, delegated power, dan tangga teratasnya adalah citizen control. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode studi kasus. Data yang diambil merupakan data dari hasil wawancara, observasi, dan dokumentasi mengenai partisipasi masyarakat dalam pembangunan yang ada di Desa Cijaku. Hasil dari penelitian ini menunjukkan bahwa masyarakat Desa Cijaku menempati tangga ke lima, yaitu placation atau penentraman. Dimana masyarakat meskipun masyarakat diberikan kesempatan untuk menyampaikan pendapat dan masukan, keputusan akhir tetap dipegang oleh pemerintah tanpa adanya pengaruh signifikan dari masukan tersebut. Tingkat partisipasi masyarakat Desa Cijaku ini dipengaruhi oleh jaringan sosial dan juga kepercayaan masyarakat setempat dengan pemerintah Desa Cijaku, dimana hubungan sosial antara pemerintah dengan masayrakat memengaruhi keikutsertaan masayrakat dalam partisipasi. | |||||||||
