Abstract
One of the steps taken to improve community welfare is the formation of Village- Owned Enterprises (BUMDes). However, not a few of the BUMDes that have been formed are running optimally. One of them is BUMDes Daya Mandiri Labuan. This research aims to analyze the planning and implementation of the BUMDes program strategy in encouraging financial inclusion and local economic development in Labun Village without village funding assistance, as well as identifying the obstacles faced and their impact on community welfare. This research uses a qualitative approach with descriptive methods. Data collection uses interviews, observation and documentation. The informants in this research were BUMDes managers, Village Government, and community leaders. This research shows that (a). The management and implementation of the BUMDes program has not been optimal due to various internal and external obstacles. (b) These obstacles include limited funding, (c) less effective communication, (d) inadequate facilities, (e) low market competitiveness, and (f) non-ideal discussion times. However, there are plans for further programs in the form of developing MSMEs which have the potential to improve the village economy. The strategy to overcome funding obstacles is carried out through stakeholder involvement and promotion via social media. Apart from that, a family management-based approach is also applied to increase work effectiveness. However, the positive impact on community welfare is still not optimal.

| Additional Information: | Salah satu langkah yang ditempuh dalam meningkatkan kesejahteraan masyarakat adalah pembentukan Badan Usaha Milik Desa (BUMDes), Namun, tidak sedikit BUMDes yang dibentuk berjalan dengan optimal. Salah satunya adalah BUMDes Daya Mandiri Labuan. Penelitian ini bertujuan untuk menganalisis perencanaan dan pelaksanaan strategi program BUMDes dalam mendorong inklusi keuangan dan pembangunan ekonomi lokal di Desa Labun tanpa adanya bantuan dana desa, serta mengidentifikasi hambatan yang dihadapi dan dampaknya terhadap kesejahteraan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini yakni pengelola BUMDes, Pemerintah Desa, serta tokoh masyarakat. Penelitian ini menunjukkan bahwa (a).Pengelolaan dan pelaksanaan program BUMDes belum optimal akibat berbagai hambatan internal dan eksternal. (b) Hambatan tersebut meliputi keterbatasan pendanaan, (c) komunikasi yang kurang efektif, (d) fasilitas yang tidak memadai, (e) rendahnya daya saing pasar, dan (f) waktu diskusi yang tidak ideal. Meskipun demikian, terdapat perencanaan program lanjutan berupa pengembangan UMKM yang berpotensi meningkatkan perekonomian desa. Strategi untuk mengatasi hambatan pendanaan dilakukan melalui pelibatan stakeholder dan promosi melalui media sosial. Selain itu, pendekatan berbasis manajemen kekeluargaan juga diterapkan untuk meningkatkan efektivitas kerja. Namun, dampak positif terhadap kesejahteraan masyarakat masih belum maksimal. | |||||||||
