Abstract
The research focuses on the implementation of cultural tourism policy of Citaman Site, Pulosari District, Pandeglang Regency, Banten Province. The problems studied in this study are the lack of socialization regarding the development of the Citaman Site tourist attraction; inadequate facilities and infrastructure; lack of attention from the Pandeglang Regency Tourism and Culture Office in addressing the management, supervision, and maintenance of the Citaman Site tourist attraction; there has been no assignment to the caretaker of the Citaman Site tourist attraction to report on the development of the tourist attraction. Based on the implementation theory of George C. Edward III, which includes four indicators-communication, resources, disposition, and bureaucratic structure-this study compares and contrasts various implementation strategies. This research uses a descriptive approach with qualitative methods. The results of the study indicate that the Implementation of Cultural Tourism Policy of the Citaman Site, Pulosari District, Pandeglang Regency, Banten Province has not gone well, because the Office of Tourism and Culture of Pandeglang Regency does not provide socialization about the development of the Citaman Site tourist attraction; less provide adequate facilities and infrastructure at the Citaman Site tourist attraction; lack of attention from the Tourism and Culture Office of Pandeglang Regency in addressing the management, supervision, and maintenance of the Citaman Site tourist attraction; has not given assignments to the caretaker of the Citaman Site tourist attraction to report on the development of the tourist attraction to the Tourism and Culture Office of Pandeglang Regency.

Permasalahan yang dikaji dalam penelitian ini yaitu kurangnya sosialisasi mengenai pembangunan objek wisata Situs Citaman; kurang memadainya sarana dan prasarana; kurangnya perhatian dari Dinas Pariwisata dan Kebudayaan Kabupaten Pandeglang dalam menyikapi pengelolaan, pengawasan, serta pemeliharaan objek wisata Situs Citaman; dan belum adanya penugasan kepada juru pelihara objek wisata Situs Citaman untuk melaporkan perkembangan objek wisata. Berdasarkan teori implementasi George C. Edward III, yang mencakup empat indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan pendekatan deskriptif dengan metode kualitatif. Hasil penelitian menujukan bahwa Implementasi Kebijkan Pariwisata Budaya Situs Citaman Kecamatan Pulosari Kabupaten Pandeglang Provinsi Banten belum berjalan dengan baik, karena Dinas Pariwsata dan Kebudaayan Kabupaten Pandeglang kurang memberikan sosialisasi mengenai pembangunan objek wisata Situs Citaman; kurang memeberikan sarana dan prasarana yang memadai pada objek wisata Situs Citaman; kurangnya perhatian dari Dinas Pariwisata dan Kebudayaan Kabupaten Pandeglang dalam menyikapi pengelolaan, pengawasan, serta pemeliharaan objek wisata Situs Citaman; belum memberikan penugasan kepada juru pelihara objek wisata Situs Citaman untuk melaporkan perkembangan objek wisata Kepada Dinas Pariwisata dan Kebudayaan Kabupaten Pandeglang. | ||||||
