Abstract

This research focuses on the Asn Registration Web Innovation Strategy (Reg Asn) within the DKI Jakarta Provincial Regional Civil Service Agency. This research aims at the Innovation Strategy of Asn Registration Web (Reg Asn) in the Regional Civil Service Agency of DKI Jakarta Province.The theory used is an innovation strategy according to Nylen & Holmstrom which has three variables, namely product, environment, organization. This research seeks to improve public services in the DKI Jakarta Provincial Government requires the empowerment of service units, including the Regional Civil Service Agency (BKD) which handles personnel services for Civil Servants (PNS). The Jakarta Regional Civil Service Agency implements the ASN Registration System to support innovation in public services, in accordance with the Regulation of the Ministry of State Apparatus Empowerment and Bureaucratic Reform No. 30 of 2014. This strategy prioritizes innovation competition through information technology to increase service effectiveness. This study uses a post-positivism approach to evaluate the implementation of SIREG ASN, with the aim of assessing the suitability of the innovation procurement process in BKD with applicable regulations. The findings show that although SIREG ASN provides benefits in managing personnel data digitally and efficiently, there are still challenges in the distribution of access and use of the system among civil servants. Recommendations for improvement include increasing socialization and training for employees about SIREG ASN, as well as the need for a legal basis to require its use. In addition, it is recommended that the input/suggestion feature be added to SIREG ASN to support continuous improvement based on employee aspirations. With these steps, it is hoped that personnel services in DKI Jakarta can be more optimal and meet the needs of employees effectively.

Penelitian ini bertujuan bagaimana Strategi Inovasi Web Registrasi Asn (Reg Asn) di Lingkungan Badan Kepegawaian Daerah Provinsi DKI Jakarta.Teori yang digunakan adalah strategi inovasi menurut Nylen & Holmstrom yang terdapat tiga variable yaitu produk, lingkungan, organisasi. Penelitian ini berupaya untuk meningkatkan pelayanan publik di Pemerintah Provinsi DKI Jakarta memerlukan pemberdayaan unit pelayanan, termasuk Badan Kepegawaian Daerah (BKD) yang menangani layanan kepegawaian bagi Pegawai Negeri Sipil (PNS). Badan Kepegawaian Daerah DKI Jakarta menerapkan Sistem Registrasi ASN untuk mendukung inovasi dalam pelayanan publik, sesuai dengan Peraturan Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No. 30 Tahun 2014. Strategi ini mengedepankan kompetisi inovasi melalui teknologi informasi untuk meningkatkan efektivitas layanan. Penelitian ini menggunakan pendekatan post-positivisme untuk mengevaluasi implementasi SIREG ASN, dengan tujuan menilai kesesuaian proses pengadaan inovasi di BKD dengan peraturan yang berlaku. Temuan menunjukkan bahwa meskipun SIREG ASN memberikan manfaat dalam pengelolaan data kepegawaian secara digital dan efisien, masih terdapat tantangan dalam distribusi akses dan penggunaan sistem di kalangan PNS. Rekomendasi untuk perbaikan meliputi peningkatan sosialisasi dan pelatihan bagi pegawai tentang SIREG ASN, serta perlunya landasan hukum untuk mewajibkan penggunaannya. Selain itu, disarankan agar fitur masukan/saran ditambahkan ke SIREG ASN untuk mendukung perbaikan berkelanjutan berdasarkan aspirasi pegawai. Dengan langkah-langkah ini, diharapkan pelayanan kepegawaian di DKI Jakarta dapat lebih optimal dan memenuhi kebutuhan pegawai secara efektif.
