Abstract
The quality of human resources is an important resource to show the welfare of a region. With quality human resources, it can be concluded that the policies and budgets distributed by the government are right on target. Government policies in the economy are divided into the central budget (APBN) and regional budgets (APBD). Government expenditure included in the budget must be properly allocated for the welfare of the community. Papua is the region with the lowest human index in Indonesia. For this reason, the researcher examines Government Expenditure in the Education Sector, Health Sector, Economic Sector, Public Protection Sector, Housing & Public Facilities Sector, and Tourism & Culture Sector against the Human Development Index in Regencies/Cities of Papua Province. This study uses a panel data method with a Fixed Effect model with Using the eViews application as a data processor. From the results of data processing, it was concluded that that partially Government Spending in the Education Sector, Health Sector, and The economy has a positive and significant effect on the Human Development Index. Shop Government Social Protection Sector and Housing & Public Facilities Sector have a significant negative effect on the Human Development Index. Meanwhile, Shopping The Government of the Tourism & Culture Sector has no effect on the development index human. Furthermore, simultaneously all independent variables affect Human Development Index with a Determination Coefficient of 99.83%

Additional Information: | Kualitas sumberdaya manusia merupakan sumber daya yang penting untuk menunjukan kesejahteraan suatu wilayah. Dengan sumberdaya manusia yang berkualitas, maka dapat disimpulkan bahwa kebijakan dan anggaran yang disalurkan oleh pemerintah tepat pada sasarannya. Kebijakan pemerintah dalam perekonomian dibagi kedalam anggaran pusat (APBN) dan anggaran daerah (APBD). Belanja pemerintah yang masuk dalam bagian anggaran, harus sepatutnya teralokasi dengan baik guna kesejahteraan masyarakat. Papua merupakan wilayah dengan indeks manusia terendah di Indonesia. Untuk itu penelitimengkaji Belanja Pemerintah Sektor Pendidikan, Sektor Kesehatan, Sektor Ekonomi, Sektor Perlindungan Umum, Sektor Perumahan & Fasilitas Umum, Serta Sektor Pariwisata & Budaya terhadap Indeks Pembangunan Manusia di Kabupaten/Kota Provinsi Papua. Penelitian ini menggunakan metode data panel dengan model Fixed Effect dengan menggunakan aplikasi eviews sebagai pengolah data. Dari hasil pengolahan data disimpulkan bahwa secara parsial Belanja Pemerintah Sektor Pendidikan, Sektor Kesehatan, dan Sektor Ekonomi berpengaruh positif dan signifikan terhadap Indeks Pembangunan Manusia. Belanja Pemerintah Sektor Perlindungan Sosial dan Sektor Perumahan & Fasilitas Umum berpengaruh negatif signifikan terhadap Indeks pembangunan manusia. Sementara, Belanja Pemerintah Sektor Pariwisata & Budaya tidak berpengaruh terhadap indeks pembangunan manusia. Selanjutnya, secara simultan semua variabel independent berpengaruh terhadap indeks pembangunan manusia dengan koefisien determinasi sebesar 99,83%. | |||||||||
