Abstract

Violence against children is a problem that currently often occurs in educational units. To overcome this problem, the Ministry of Women Empowerment and Child Protection of the Republic of Indonesia issued a Child Friendly School Programme Policy with the aim of upholding the rights and protecting children in school. This research focuses on the Child Friendly School programme in Pandeglang Regency. The problems of this research are the lack of training of Child Friendly School program for educators and education staff, the absence of special school team as the coordinator of Child Friendly School implementation, the lack of socialisation related to Child Friendly School program and the lack of support for Child Friendly School infrastructure. The purpose of this study is to determine the extent of implementation of the Child Friendly School programme in Pandeglang Regency. The theory used in this research is the theory of policy implementation according to George C. Edward III which consists of four indicators, namely communication, resources, disposition and bureaucratic structure. This research uses descriptive method with quantitative approach. The results of the hypothesis test calculation state that t-count> t-table (51.646> 1.668), then the null hypothesis (H0) is rejected and the alternative hypothesis (Ha) is accepted. The percentage of the implementation of the Child-Friendly School Programme according to the research respondents' responses of 75% is included in the good category.

Additional Information: Kekerasan terhadap anak merupakan permasalahan yang saat ini sering terjadi dalam satuan pendidikan. Untuk mengatasi permasalahan tersebut, Kementrian Pemeberdayaan Perempuan dan Perlindungan Anak Republik Indonesia mengeluarkan Kebijakan Program Sekolah Ramah Anak dengan tujuan untuk menegakkan hak dan melindungi anak di sekolah. Penelitian ini berfokus pada program Sekolah Ramah Anak di Kabupaten Pandeglang. Permasalahan penelitian ini yaitu kurangnya pelatihan program Sekolah Ramah Anak bagi tenaga pendidik dan kependidikan, belum terbentuknya tim khusus sekolah sebagai koordinator pelaksana Sekolah Ramah Anak, kurangnya sosialisasi terkait program Sekolah Ramah Anak dan kurang mendukungnya sarana prasarana Sekolah Ramah Anak. Tujuan penelitian ini adalah untuk mengetahui seberapa besar implementasi program Sekolah Ramah Anak di Kabupaten Pandeglang. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan menurut George C. Edward III yang terdiri dari empat indikator yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi. Penelitian ini menggunakan metode deskriptif dengan pendekatan kuantitatif. Hasil perhitungan uji hipotesis menyatakan bahwa t-hitung > t-tabel (51,646 > 1,668), maka hipotesis nol (H0) ditolak dan hipotesis alternatif (Ha) diterima. Besarnya presentase implementasi Program Sekolah Ramah Anak menurut tanggapan responden penelitian sebesar 75% termasuk dalam kategori baik.
