Abstract
Jaklingko represents a form of implementing an integrated and unified transportation policy in DKI Jakarta. This policy is driven by the complex public transportation issues in Jakarta, particularly the poor performance of private operators in terms of operational patterns, vehicle conditions, and fare problems. It also aims to encourage greater public interest in using public transportation. Jaklingko introduces a unified payment system across all modes of transportation through the use of electronic payment cards. Additionally, it provides fare integration with government subsidies for various modes of transportation to reduce user costs. The program also includes an application that offers access to travel information, facilitates trip planning, ticket purchasing, and payment via QR codes, thus supporting the use of integrated fares. The researcher employs the innovation typology theory of Mulgan & Albury to analyze the Jaklingko program, focusing on five typologies: product innovation, service process innovation, method innovation, policy innovation, and system innovation. The research applies Creswell’s qualitative method with a case study approach. The findings indicate that Jaklingko, as outlined in Governor Regulation No. 68 of 2021, falls under the system and process innovation typologies. This is evidenced by the transformation in transportation governance through a collaborative approach among stakeholders and the simplification of service procedures via changes in the operational management of transportation operators. This innovation has received a positive response from public transportation users due to its efficiency and accessibility.

| Additional Information: | Jaklingko merupakan salah satu bentuk dari implementasi kebijakan transportasi terpadu dan terintegrasi di DKI Jakarta. Hal yang mendasari kebijakan ini adalah kompleksnya masalah transportasi publik di Jakarta. Terutama karena buruknya pelayanan transportasi publik oleh swasta terutama dalam hal pola operasional transportasi, kondisi armada, dan permasalahan tarif. Serta upaya untuk meningkatkan minat masyarakat untuk menggunakan transportasi publik. Jaklingko menghadirkan sistem pembayaran terpadu untuk semua moda transportasi melalui penerapan kartu uang elektronik. Kemudian tarif integrasi dengan subsidi untuk berbagai moda trasnportasi dengan tujuan menekan biaya penggunaan moda transportasi. Serta aplikasi yang berfungsi sebagai akses terhadap informasi untuk membantu memudahkan dalam melakukan perencanaan perjalanan, pembelian tiket, dan pembayaran melalui QR Code untuk membantu penggunaan tarif integrasi. Peneliti menggunakan teori tipologi inovasi Mulgan & Albury untuk menganalisis program Jaklingko. Dengan lima jenis Tipologi yaitu Inovasi produk, Inovasi Proses Layanan, Inovasi Metode, Inovasi Kebijakan, dan Inovasi Sistem. Kemudian metode yang digunakan dalam penelitian ini adalah Kualitatif Creswell, dengan menggunakan pendekatan Studi Kasus. Hasil penelitian ini menunjukkan bahwa Jaklingko dalam Pergub No. 68 Tahun 2021 termasuk ke dalam jenis tipologi inovasi sistem dan proses. Hal itu dibuktikan dengan berubahnya tata kelola transportasi dengan pendekatan kolaborasi antar stakeholders, dan penyederhanaan prosedur pelayanan melalui perubahan manajemen operasional operator transportasi. Inovasi ini mendapat respons yang cukup positif dari pengguna transportasi karena faktor efisiensi dan aksesibilitas dalam penggunaannya. | ||||||
