Abstract

This research focuses on the effect of odd-even policy implementation on reducing congestion in South Jakarta. The purpose of this study is to determine how much influence the implementation of the odd-even policy has in reducing congestion in South Jakarta. This study uses the Edward III theory on variabel X and Sourabh Jain on variabel Y. The research method used is an associative quantitative method with the sampling technique using accidental sampling method with several criteria determined with a total sample of 204 samples. Data analysis in this study through statistikal testing using the SPSS version 24 and 26 program. The results of the study show that the Implementation of the Odd-Even Policy in South Jakarta has an effect on reducing congestion in the region. These results are based on hypothesis testing on this research data obtained t count of 7.017 while t tabel with a significance level of 0.05 is 1.652 (7.017> 1.652), so the null hypothesis (Ho) is rejected. While the amount of influence given is 20%. The researcher's suggestion in this study is that the Dinas Perhubungan DKI Jakarta, especially the South Jakarta Sub-Department, can re-evaluate the implementation of the odd-even policy and conduct field research on which arterial roads are still congested and the DKI Jakarta provincial government adds the number of roads in South Jakarta that apply odd-even by issuing the latest gubernatorial regulation.

Additional Information: Penelitian ini berfokus pada pengaruh implementasi kebijakan ganjil-genap terhadap pengurangan kemacetan di Jakarta Selatan. Tujuan penelitian ini adalah untuk mengetahui seberapa besar pengaruh implementasi kebijakan ganjil-genap dalam mengurangi kemacetan di Jakarta Selatan. Penelitian ini menggunakan teori Edward III pada variabel X dan Sourabh Jain pada variabel Y. Metode penelitian yang digunakan yaitu metode kuantitatif asosiatif dengan teknik pengambilan menggunakan metode accidental sampling dengan beberapa kriteria yang ditentukan dengan jumlah sampel sebanyak 204 sampel. Analisis data dalam penelitian ini melalui pengujian statistik dengan menggunakan program SPSS versi 24 dan 26. Adapun hasil penelitian bahwa Implementasi Kebijakan Ganjil-genap di Jakarta Selatan memberikan pengaruh terhadap pengurangan kemacetan di wilayah tersebut. Hasil tersebut berdasarkan uji hipotesis pada data penelitian ini didapatkan t hitung sebesar 7.017 sedangkan t tabel dengan taraf signifikansi 0.05 yaitu sebesar 1.652 (7.017 > 1.652), sehingga hipotesis nol (Ho) ditolak. Sedangkan besar pengaruh yang diberikan yaitu 20%. Adapun saran yang dapat peneliti berikan dalam penelitian ini yaitu Dinas Perhubungan DKI Jakarta khususnya Suku Dinas Jakarta Selatan dapat melakukan evaluasi kembali pengimplementasian kebijakan ganjil-genap serta melakukan riset lapangan jalan arteri mana saja yang masih terjadi kemacetan dan pemerintah provinsi DKI Jakarta menambahkan jumlah jalan di jakarta selatan yang menerapkan ganjil-genap dengan mengeluarkan pergub terbaru.
