Abstract

This study describes the participation of the people of Salapraya Village in the livable housing assistance program, namely the BSPS (Independent Housing Stimulant Assistance) program. The purpose of this study is to find out the participation of the people of Salapraya Village in the livable housing assistance program. This research is a descriptive qualitative research by collecting data using observation, interview, and documentation methods. There are 6 informants, namely 3 key informants and 3 supporting informants. Data analysis techniques are data collection, data reduction, data presentation, and conclusion drawn. The results of this study show that the livable house assistance program with a self-help system can provide a stimulus to the people of Salapraya village to participate in both the recipient community and the surrounding community. The community can participate because there is an opportunity and willingness and awareness to participate. In addition, there are differences in habits carried out by each individual so that they cannot participate fully in building a house and participation is carried out alternately. Based on Sherry Arnstein's theory, the participation of the people of Salapraya Village is already at the level of delegated power.

Penelitian ini menggambarkan partisipasi masyarakat Desa Salapraya pada program bantuan rumah layak huni yakni program BSPS (Bantuan Stimulan Perumahan Swadaya). Tujuan penelitian ini ingin mengetahui partisipasi masyarakat Desa Salapraya pada program bantuan rumah layak huni. Penelitian ini merupakan penelitian kualitatif deskriptif dengan mengumpulkan data menggunakan metode observasi, wawancara dan dokumentasi. Terdapat 6 Informan yaitu 3 informan kunci dan 3 informan pendukung. Teknik analisis data yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukan bahwa program bantuan rumah layak huni dengan sistem swadaya dapat memberikan stimulus kepada masyarakat desa salapraya untuk melakukan partisipasi baik masyarakat penerima bantuan maupun masyarakat sekitar. Masyarakat dapat mengikuti partisipasi karena adanya kesempatan dan kemauan serta kesadaran untuk melakukan partisipasi. Selain itu adanya perbedaan kebiasaan yang dilakukan oleh masyarakat setiap individu sehingga belum bisa ikut berpartisipasi secara penuh pada pembangunan rumah tersebut dan partisipasi dilakukan secara bergantian. Berdasarkan teori Sherry Arnstein bahwa partisipasi masyarakat Desa Salapraya sudah pada tingkatan kekuasaan yang didelegasikan.
