Abstract
This research was conducted to find out how the utilization of InaTEWS in tsunami disaster management in Banten Province with a case study of the 2018 tsunami and how the implementation of policies in early warning in Banten Province. In this study, researchers used a qualitative case study method. The data collection techniques used were observation, interviews, documentation and literature study. The technique of finding informants used purposive sampling with a total of 8 informants including the secretary of BPBD Banten Province, BMKG geophysical staff, the person in charge of InaTEWS, Pusdanlop, the task force and the community as many as 3 people. In addition, researchers used the theory of policy implementation according to Charles O Jones. There are three aspects of the theory, namely organization, interpretation and application. The results showed that the utilization of InaTEWS in tsunami disaster management in Banten Province has not been effective. This can be seen from the theory which states that the analysis in terms of early warning organization has not been running properly because it was not detected by the InaTEWS tool to carry out disaster management. In terms of policy interpretation, it has been implemented in accordance with existing laws and regulations, and in the application, the infrastructure provided is as it should be.

| Additional Information: | Penelitian ini dilakukan untuk mengetahui bagaimana pemanfaatan InaTEWS dalam penanggulangan bencana tsunami di Provinsi Banten dengan studi kasus tsunami 2018 dan bagimana implementasi kebijakan dalam peringatan dini di Provinsi Banten. Dalam penelitian ini peneliti menggunakan metode kualitatif studi kasus. Teknik pengumpulan data yang digunakan ialah observasi, wawancara, dokumentasi dan studi kepustakaan. Teknik penemuan informan menggunakan purposive sampling dengan jumlah informan sebanyak 8 orang diantaranya sekertaris BPBD Provinsi Banten, staff geofisika BMKG, Penanggung jawab InaTEWS, Pusdanlop, satgas dan masyarakat sebanyak 3 orang. Selain itu, peneliti menggunakan teori implementasi kebijakan menurut Charles O Jones. Terdapat tiga aspek teori yaitu organisasi, interprestasi dan aplikasi. Hasil penelitian menunjukan bahwa pemanfaatan InaTEWS dalam penanggulangan bencana tsunami di Provinsi Banten belum efektif. Hal ini dapat dilihat dari teori yang menyatakan bahwa analisa dari segi organisasi peringatan dini belum berjalan dengan sebagaimana mestinya karena tidak terdeteksi oleh alat InaTEWS untuk melakukan penanggulangan bencana. Pada inteprestasi kebijakan sudah dilaksanakan sesuai dengan undang-undang dan peraturan yang ada. dan pada aplikasi sarana prasana yang diberikan sudah sebagaimana semestinya. | ||||||
