Abstract
In 2018, the government, through the Office of Women's Empowerment, Child Protection, Population Empowerment, and Family Planning (DP3AP2KB), launched a program aimed at preventing violence against children and providing child protection, known as the Community-Based Integrated Child Protection Program (PATBM). The issue of violence against children is also prevalent in Tangerang City. Evidence shows that there were around 162 cases of violence against children in Tangerang City, with Karawaci District at the peak, accounting for 32 cases. The implementation of the PATBM program in Karawaci District appears to be suboptimal and has not yet achieved its intended goals. This study aims to evaluate the implementation of the PATBM program in Karawaci District, Tangerang City, in efforts to prevent violence against children and ensure their protection. The research method used in this study is a qualitative descriptive approach, with data collection techniques including observation, interviews, and documentation. The focus of this research is on the evaluation of program or policy implementation, with Leo Agustino's Policy Evaluation model serving as the theoretical framework. The results of this study indicate that the evaluation of the PATBM (Community-Based Child Protection) program implementation in Karawaci District not running based to its goals, and revealed several key points: a lack of socialization activities of the program to the community, inadequate facilities, and unclear or insufficient budget commitment. The Tangerang City Government, especially in Karawaci District, is perceived as not being fully committed to the implementation of the PATBM program, particularly in this district. It is hoped that this study can be useful for the Tangerang City Government, especially for Karawaci District, in further developing the PATBM program in the future.

| Additional Information: | Pada tahun 2018, pemerintah melalui Dinas Pemberdayaan Perempuan Perlindungan Anak Pemberdayaan Penduduk dan Keluarga Berencana (DP3AP2KB) membuat program pencegahan kekerasan dan perlindungan terhadap anak yakni Program Perlindungan Anak Terpadu Berbasis Masyarakat (PATBM). Fenomena kasus kekerasan terhadap anak juga marak terjadi di Kota Tangerang. Terbukti, ada sekitar 162 kasus kekerasan terhadap anak di Kota Tangerang, dan dipuncaki oleh Kecamatan Karawaci, dengan 32 kasus. Pelaksanaan program PATBM di Kecamatan Karawaci nampaknya masih belum berjalan dengan baik dan belum sesuai tujuannya. Penelitian ini bertujuan untuk mengetahui evaluasi dari pelaksanaan program PATBM di Kecamatan Karawaci Kota Tangerang dalam upaya pencegahan kekerasan terhadap anak serta perlindugan terhadap anak. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif. Teknik pengumpulan datanya adalah observasi, wawancara, dan dokumentasi. Fokus penelitian yang digunakan adalah Evaluasi Pelaksanaan Program atau Kebijakan. Sedangkan teori yang digunakan yaitu model Evaluasi Kebijakan oleh Leo Agustino. Hasil penelitian ini menunjukkan bahwa evaluasi pelaksanaan program PATBM di Kecamatan Karawaci belum berjalan sesuai dengan tujuannya, dan didapati beberapa poin penting, yaitu masih sangat minimnya kegiatan sosialiasi program kepada masyarakat, fasilitas berupa sarana prasarana yang belum terlihat, hingga anggaran yang belum ada kejelasan dan keseriusan. Pemerintah Kota Tangerang terutama Kecamatan Karawaci dianggap belum serius dalam pelaksanaan program PATBM, khususnya di kecamatan tersebut. Penelitian ini diharapkan dapat berguna bagi pemerintah Kota Tangerang, terkhusus Kecamatan Karawaci dalam pengembangan program PATBM kedepannya. | ||||||
