Abstract
The New Student Admissions Zoning System (PPDB) is the government's initial step to make a breakthrough in efforts to equalize the quality and services of education. The zoning system is a form of policy adjustment from the zoning system. Rayonization pays more attention to student achievement in academics, while the zoning system emphasizes the distance/radius between the student's home and the school. Thus, those who are closer to the school are more entitled to receive educational services from that school. The zoning system in New Student Admissions (PPDB) has been regulated in the Regulation of the Minister of Education and Culture Number 1 of 2021 concerning New Student Admissions (PPDB) in Kindergarten, Elementary School, Junior High School, Senior High School, Vocational School, or other equivalent forms. Problem identification: What is the authority of the Department of Education and Culture in implementing the PPDB Zoning Route in Serang City based on Minister of Education and Culture Regulation Number 1 of 2021 concerning Admission of New Students to Kindergartens, Elementary Schools, Middle Schools, High Schools and Vocational High Schools? What are the obstacles faced by the Serang City Education and Culture Department in implementing the Zoning Route PPDB at SMPN 1 Serang City? The theories used in this study are the theory of authority and the theory of supervision. The research method is empirical juridical. Data collection techniques include field research and literature review. The research findings indicate that the Department of Education and Culture (Dindikbud) of Serang City plays a role in regulating and determining authority policies, both by attribution, in the implementation of the New Student Admission (PPDB) as governed by the applicable regulations. The Minister of Education and Culture Regulation Number 1 of 2021 has been issued and implemented. The conclusion of this research is that Dindikbud is responsible for drafting and establishing technical guidelines (juknis) for PPDB, which serve as a reference for schools in carrying out the new student admission process.

| Additional Information: | Sistem Zonasi Penerimaan Peserta Didik Baru (PPDB) merupakan langkah awal pemerintah untuk melakukan terobosan dalam upaya pemerataan mutu dan layanan pendidikan. Sistem zonasi, merupakan bentuk penyesuaian kebijakan dari sistem rayonisasi. Rayonisasi lebih memperhatikan pada capaian siswa di bidang akademik, sementara sistem zonasi lebih menekankan pada jarak/radius antara rumah siswa dengan sekolah. Dengan demikian, maka siapa yang lebih dekat dengan sekolah lebih berhak mendapatkan layanan pendidikan dari sekolah itu. Sistem zonasi dalam Penerimaan Peserta Didik Baru (PPDB) telah diatur dalam Peraturan Menteri Pendidikan dan Kebudayaan Nomor 1 Tahun 2021 Tentang Penerimaan Peserta Didik Baru (PPDB) pada TK, SD, SMP, SMA, SMK, atau bentuk lain yang sederajat. Identifikasi masalah, Bagaimana Kewenangan Dinas Pendidikan dan Kebudayaan dalam pelaksanaan PPDB Jalur Zonasi di Kota Serang berdasarkan Permendikbud Nomor 1 Tahun 2021 tentang Penerimaan Peserta Didik Baru Pada Taman Kanak-Kanak, Sekolah Dasar, Sekolah Menengah Pertama, Sekolah Menengah Atas, Dan Sekolah Menengah Kejuruan? Apa Kendala yang Dihadapi Dinas Pendidikan dan Kebudayaan Kota Serang dalam pelaksanan PPDB Jalur Zonasi Di SMPN 1 Kota Serang?, teori yang digunakan dalam penelitian ini yaitu teori kewenangan dan teori Pengawasan, Metode penelitian, yuridis empiris. Teknik pengumpulan data, penelitian lapangan dan kepustakaan. Hasil penelitian Dinas Pendidikan dan Kebudayaan (Dindikbud) Kota Serang memiliki peran dalam suatu untuk mengatur dan menetapkan kebijakan wewenang baik secara atribusi dalam pelaksanaan Penerimaan Peserta Didik Baru (PPDB) yang diatur oleh peraturan yang berlaku. Peraturan Menteri Pendidikan dan Kebudayaan Nomor 1 Tahun 2021 diterbitkan dan dilaksanakan. Kesimpulan penelitian ini Dindikbud bertanggung jawab untuk menyusun dan menetapkan petunjuk teknis (juknis) PPDB yang menjadi acuan bagi sekolah-sekolah dalam melaksanakan proses penerimaan siswa baru. | |||||||||
