Abstract
The Pipitan RT 004 RW 002 neighborhood is the first location for the implementation of the Tangguh Nusantara Village program in Serang City, this program contains seven (7) aspects of Tangguh Village, namely resilient Human Resources (HR), food resilience, security resilience, health resilience, information resilience, economic resilience and creativity. This research is motivated by the existence of problems in the implementation of Tangguh Village, including the absence of a standard organizational structure and clear SOPs for factual implementation, passive activities of the food barn resilience installation management group, and weak information distribution by the implementer to the community. This research aims to explore the implementation of the Tangguh Nusantara Kalimaya Village program and document it for the development of knowledge and technology. This research uses the theory of the Social Engineering model according to Novita Tresiana and Noverman Duadji, a new theoretical approach, which in analyzing the success of policy implementation is seen from two (2) indicators that influence each other, namely Triggers and Drivers. The method in this research uses Descriptive Qualitative method with Case Study approach. The data collection techniques used are non-participant observation, direct and structured interviews, documentation studies and data searches. The results in this study show that the Tangguh Nusantara Village Kalimaya program has not been fully realized. The program implementers, in this case the community and the government, have not been able to elaborate the roles and activities needed in the program. Some of the field findings in the research show the lack of information owned by key informants. Thus, only some of the objectives of the program were achieved. Based on the background of the problem and the results of the study, the researcher proposes several suggestions for the success of the program and increasing the value of the program, namely the need for elaboration of the roles of all stakeholders involved (strengthening human resources), not one or two prominent parties, because talking about alleviating the impact requires comprehensive efforts, carrying out activities based on the urgency scale and paying attention to the value of local wisdom and the involvement of local social organizations.

| Additional Information: | Lingkungan Pipitan RT 004 RW 002 merupakan lokasi pertama dilaksanakannya program Kampung Tangguh Nusantara di Kota Serang, program ini memuat tujuh (7) aspek Kampung Tangguh, yakni tangguh Sumber Daya Manusia (SDM), tangguh pangan, tangguh keamanan, tangguh kesehatan, tangguh informasi, tangguh ekonomi dan kreativitas. Penelitian ini dilatarbelakangi adanya permasalahan dalam pelaksanaan Kampung Tangguh, diantaranya tidak adanya struktur organisasi secara baku dan SOP pelaksanaan faktual yang jelas, pasifnya kegiatan kelompok pengelolaan instalasi ketangguhan lumbung pangan, dan lemahnya penyaluran informasi oleh pihak pelaksana kepada masyarakat. Penelitian ini bertujuan untuk menggali ilmu daripada pelaksanaan program Kampung Tangguh Nusantara Kalimaya dan mendokumentasikannya untuk perkembangan pengetahuan dan teknologi. Penelitian ini menggunakan teori model Rekayasa Sosial menurut Novita Tresiana dan Noverman Duadji, suatu pendekatan teori baru, yang mana dalam analisis keberhasilan implementasi kebijakan dilihat dari dua (2) indikator yang saling mempengaruhi, yaitu Triger (pacuan) dan Driver (dukungan). Metode dalam penelitian ini menggunakan metode Kualitatif Deskriptif dengan pendekatan Studi Kasus. Teknik pengumpulan data yang digunakan adalah observasi non-partisipasi, wawancara langsung dan terstruktur, studi dokumentasi dan penelusuran data. Hasil dalam penelitian ini menunjukkan bahwa program Kampung Tangguh Nusantara Kalimaya belum terealisasi secara utuh. Pelaksana program dalam hal ini yakni masyarakat dan pemerintah belum dapat mengelaborasikan peran serta kegiatan yang dibutuhkan dalam program. Beberapa temuan lapangan dalam penelitian yang menunjukkan lemahnya informasi yang dimiliki oleh informan kunci. Sehingga, dari tujuan-tujuan yang ada pada program hanya beberapa yang tercapai. Berdasarkan latar belakang masalah serta hasil penelitian, peneliti mengajukan beberapa saran guna keberhasilan program dan peningkatan nilai program, yaitu perlu adanya elaborasi peran dari semua stakeholders yang terlibat (penguatan SDM), bukan satu atau dua pihak yang menonjol, karena berbicara mengentaskan dampak perlu upaya yang komprehensif, melaksanakan kegiatan berdasarkan skala urgensitas dan memperhatikan nilai kearifan lokal dan pelibatan organisasi-organisasi sosial setempat. | |||||||||
