Abstract

The issue of waste management in Cilegon City remains a challenge for both the government and the community. It is imperative that collaboration in waste management be undertaken in order to effectively address the mounting challenges posed by the ever-increasing volume of waste. One form of collaboration is the implementation of a waste bank program. This research aims to ascertain the efficacy of collaborative governance of waste management in waste banks in Cilegon City, with a particular focus on the Emerson, Nabatchi, and Balogh collaborative models. This research employs a qualitative approach with a descriptive methodology. Researchers employed the data analysis technique described by Miles and Huberman. The findings indicate that the collaborative governance of waste management in waste banks in Cilegon City, as conceptualised within the three-component framework of collaboration dynamics, collaboration actions, impacts, and adaptations to the collaboration process, as proposed by Emerson, Nabatchi, and Balogh's Collaborative Governance Regime (CGR) theory, suggests that the collaborative approach to waste management in waste banks has not been optimally effective. Despite the progress made thus far, several obstacles remain in the collaborative governance of waste management in waste banks in Cilegon City. These include the lack of resources, insufficient public awareness regarding waste sorting, inadequate commitment, inadequate facilities, and insufficient infrastructure. It is evident that not all stakeholders have participated in all waste bank management activities, resulting in suboptimal reporting on waste bank activities. While there is still room for improvement, it is clear that waste bank activities have a positive impact. By increasing the active participation of all relevant parties, it is expected that collaborative goals will be achieved, and efforts in managing waste can become more effective and sustainable in the future.

Pengelolaan Sampah di Kota Cilegon masih menjadi masalah yang dihadapi baik oleh pemerintah maupun masyarakat. Kolaborasi dalam pengelolaan sampah perlu dilakukan untuk mengatasi jumlah sampah yang terus meningkat. Salah satu bentuk kolaborasi yang dilakukan adalah melalui program bank sampah. Penelitian ini bertujuan untuk mengetahui gambaran collaborative governance pengelolaan sampah pada bank sampah di Kota Cilegon dengan menggunakan model collaborative Emerson, Nabatchi, dan Balogh. Penelitian ini menggunakan pendekatan kualitatif dengan metode pendekatan deskriptif. Teknik analisis data yang digunakan oleh peneliti adalah analisis data menurut Miles dan Huberman. Hasil Penelitian menunjukkan bahwa Collaborative Governance Pengelolaan sampah pada bank sampah di Kota Cilegon berdasarkan tiga komponen dinamika kolaborasi, tindakan kolaborasi, dampak dan adaptasi pada proses kolaborasi menurut teori Collaborative Governance Regime (CGR) Emerson, Nabatchi, dan Balogh dapat disimpulkan bahwa kolaborasi pengelolaan sampah pada bank sampah belum berjalan optimal. Masih terdapat beberapa hambatan dalam collaborative governance pengelolaan sampah pada bank sampah di Kota Cilegon, seperti sumber daya, kurangnya kesadaran masyarakat dalam memilah sampah, komitmen, sarana dan prasarana, belum semua stakeholder ikut serta dalam seluruh kegiatan pengelolaan bank sampah, pelaporan kegiatan bank sampah yang belum optimal. Meskipun masih ada ruang untuk perbaikan, kegiatan bank sampah tetap memberikan dampak positif. Dengan meningkatkan partisipasi aktif dari semua pihak terkait, diharapkan dapat mencapai tujuan kolaboratif dan upaya-upaya dalam mengelola sampah dapat menjadi lebih efektif dan berkelanjutan di masa depan.
