Abstract
Dapur Sehat Atasi Stunting (DASHAT) is a Stunting Reduction Acceleration program that is implemented in each Regency / City and formed in each Kelurahan. The formation of DASHAT is motivated by Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction with a target that needs to be achieved by 2024, which is 14%. Cilegon City is one of the cities implementing the Acceleration of Stunting Reduction program. In its implementation, the DASHAT program requires support from various sectors. Therefore, cross-sector cooperation is very important for the success of the program such as using the Partnership Model strategy. The Partnership Model serves as a reference for analyzing a form of partnership. The partnership in the DASHAT program involves several parties such as the government, private sector, community, and support from the media. The four actors are committed to accelerating stunting reduction in Cilegon City. This research aims to see who are the actors who contribute to the DASHAT program and the role of each actor. The method used in this research is qualitative method with purposive selection of informants, data obtained through interviews, observation, documentation, and literature study. From the results of this study, it was found that the partnership process in the DASHAT program was in accordance with the partnership principles consisting of equity, transparency, and mutual benefit. However, the principle of transparency still needs special attention from the government. The partnership model formed is a mutualistic partnership model. In addition, the partnership model in the DASHAT program in Cilegon City is incidental because there is no clarity regarding the sustainable implementation of the program. The cooperative relationship between actors is still not optimal, this is due to the lack of interrelationship between actors. However, when viewed theoretically and conceptually, each actor has performed their role according to their portion and position.

| Additional Information: | Dapur Sehat Atasi Stunting (DASHAT) merupakan program Percepatan Penurunan Stunting yang dilaksanakan disetiap Kabupaten/Kota dan dibentuk di masing-masing Kelurahan. Pembentukan DASHAT dilatar belakangi oleh Peraturan Presiden Nomor 72 Tahun 2021 tentang Percepatan Penurunan Stunting dengan target yang perlu dicapai pada tahun 2024 yaitu sebesar 14%. Kota Cilegon menjadi salah satu kota yang melaksanakan program Percepatan Penurunan Stunting tersebut. Dalam pelaksanaannya, program DASHAT membutuhkan dukungan dari berbagai sektor. Oleh karena itu, kerjasama lintas sektor sangat penting dibentuk untuk keberhasilan program seperti menggunakan strategi Model Kemitraan. Model Kemitraan menjadi acuan sebagai bahan analisa terkait sebuah bentuk kemitraan. Kemitraan dalam program DASHAT melibatkan beberapa pihak seperti pemerintah, swasta, masyarakat, dan dukungan dari media. Keempat aktor tersebut berkomitmen untuk melakukan Percepatan Penurunan Stunting di Kota Cilegon. Penelitian ini bertujuan untuk melihat siapa saja aktor yang berkontribusi dalam program DASHAT dan peran dari masing-masing aktor tersebut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pemilihan informan secara purposive, data diperoleh melalui wawancara, observasi, dokumentasi, dan studi literatur. Dari hasil penelitian ini ditemukan bahwa proses terjadinya kemitraan dalam program DASHAT sudah sesuai dengan prinsip kemitraan yang terdiri dari kesetaraan (equity), transparansi, dan saling menguntungkan. Namun, untuk prinsip tarnsparansi memang masih perlu mendapat perhatian khusus dari pemerintah. Model kemitraan yang terbentuk adalah model kemitraan mutualistik. Selain itu, model kemitraan dalam program DASHAT di Kota Cilegon bersifat insidental karena karena tidak adanya kejelasan mengenai pelaksanaan program secara berkelanjutan. Hubungan kerjasama yang terjalin antar aktor masih belum optimal, hal ini dikarenakan masih kurangnya hubungan keterkaitan antar sesama aktor. Namun, jika dilihat secara teoritis dan konseptual, masing-masing aktor sudah melakukan perannya sesuai porsi dan posisinya. | |||||||||
