Abstract
This research aims to analyze the organizational transformation within the Civil Service Agency (BKN) through the bureaucratic simplification policy by using The Four R's of Transformation theoretical framework proposed by Gouillart & Kelly (1995), which includes four dimensions: Reframing, Restructuring, Revitalization, and Renewal. This research is motivated by the implementation of bureaucratic simplification that has been running since 2020, but until now it has not shown significant changes in the assessment of bureaucratic effectiveness in Indonesia. In fact, simplifying the bureaucracy has actually created several new problems in various public agencies. This phenomenon is interesting to review from the perspective of organizational transformation, given that bureaucratic simplification has a major impact on changes in structure, position management, and new work systems in public organizations. This research uses qualitative methods, with primary data collected through observation and interviews and secondary data obtained from documentation. The results showed that the organizational transformation process in BKN driven by the bureaucratic simplification policy has been going well by looking at the four dimensions of transformation of Gouillart & Kelly (1995). However, there are weaknesses in the Renewal dimension, especially related to the reward system and performance appraisal that require further improvement. This research is expected to contribute to a deeper understanding of the implementation of bureaucratic simplification policies from the point of view of organizational transformation.

Additional Information: | Penelitian ini bertujuan untuk menganalisis transformasi organisasi di lingkungan Badan Kepegawaian Negara (BKN) melalui kebijakan penyederhanaan birokrasi dengan menggunakan kerangka teori The Four R's of Transformation yang dikemukakan oleh Gouillart & Kelly (1995), yang mencakup empat dimensi: Reframing, Restructuring, Revitalization, dan Renewal. Penelitian ini dilatarbelakangi oleh pelaksanaan penyederhanaan birokrasi yang telah berjalan sejak 2020, namun hingga kini belum menunjukkan perubahan signifikan dalam penilaian efektivitas birokrasi di Indonesia. Bahkan, penyederhanaan birokrasi justru menimbulkan beberapa masalah baru di berbagai instansi publik. Fenomena ini menarik untuk ditinjau dari perspektif transformasi organisasi, mengingat bahwa penyederhanaan birokrasi berdampak besar pada perubahan struktur, pengelolaan jabatan, dan sistem kerja baru pada organisasi publik. Penelitian ini menggunakan metode kualitatif, dengan data primer yang dikumpulkan melalui observasi dan wawancara serta data sekunder yang diperoleh dari dokumentasi. Hasil penelitian menunjukkan bahwa proses transformasi organisasi di BKN yang didorong oleh kebijakan penyederhanaan birokrasi telah berjalan dengan baik dengan melihat empat dimensi transformasi Gouillart & Kelly (1995). Namun terdapat kelemahan pada dimensi Renewal khususnya terkait dengan sistem penghargaan dan penilaian kinerja yang memerlukan perbaikan lebih lanjut. Penelitian ini diharapkan dapat memberikan kontribusi terhadap pemahaman yang lebih mendalam mengenai implementasi kebijakan penyederhanaan birokrasi dari sudut pandang transformasi organisasi. | ||||||
