Abstract
This paper aims to explore the problem of social disparities that occur in the construction of Pantai Indah Kapuk (PIK) 2 in Teluknaga District, Tangerang Regency. This paper examines how social disparities arise from the perspective of human security. The theories utilized are Barry Buzan's Human Security Theory and Bruce J. Cohen's Social Inequality Theory. The research findings indicate that the development of Pantai Indah Kapuk (PIK) 2, which is one of the agendas of the Tangerang Regency Government as recorded in Regional Regulation Number 13 of 2011 concerning the Spatial Planning of Tangerang Regency for the period 2011-2031, aims to address issues in the community but has not been in line with what actually happened. The construction of PIK 2, under the auspices of Agung Sedayu Group and Salim Group, has brought various disadvantages to the surrounding community. These include the loss of easy access to roads, the loss of livelihoods, leading to increased poverty and unemployment, and environmental impacts such as air pollution and flooding. Furthermore, since 2024, PIK 2 has been designated as a National Strategic Project, which has further contributed to the declining land prices. PIK 2 represents a unique phenomenon in Indonesia regarding the longest land acquisition process.

| Additional Information: | Tulisan ini bertujuan untuk mendalami persoalan mengenai fenomena kesenjangan sosial yang terjadi pada pembangunan Pantai Indah Kapuk (PIK) 2 di Kecamatan Teluknaga Kabupaten Tangerang. Tulisan ini melihat bagaimana kesenjangan sosial yang terjadi melalui perspektif human security. Teori yang digunakan adalah Teori Human Security Barry Buzan dan Teori Kesenjangan Sosial Bruce J. Cohen. Metode penelitian menggunakan metode kualitatif dengan pendekatan fenomenologi. Hasil penelitian menunjukan bahwa pembangunan Pantai Indah Kapuk (PIK) 2 yang merupakan salah satu agenda dari Pemerintah Kabupaten Tangerang yang tercatat dalam PERDA Nomor 13 Tahun 2011 tentang Rencana Tata Ruang Wilayah Kabupaten Tangerang Tahun 2011-2031, dengan tujuan untuk memperbaiki masalah yang terjadi pada masyarakat tidak sesuai dengan apa yang terjadi. Pembangunan PIK 2 dibawah naungan Agung Sedayu Group dan Salim Group mendatangkan berbagai macam kerugian bagi Masyarakat yang berada disekitar pembangunan PIK 2 tersebut. Mulai dari kehilangan akses jalan yang mudah, kehilangan lahan mata pencaharian sehingga menambah angka kemiskinan dan pengangguran pada Masyarakat, dan membawa dampak pada lingkungan yaitu polusi udara dan bencana banjir. Terlebih sejak tahun 2024 pembangunan PIK 2 dijadikan sebagai Proyek Strategis Nasional, berdampak pada harga lahan yang kian menurun. Dan PIK 2 ini merupakan satusatunya fenomena baru mengenai pembebasan lahan terpanjang di Indonesia. | ||||||
