Abstract
The development of information technology has an impact on various aspects of daily life. In the implementation of government system, digital transformation is a challenge for central and regional governments in creating electronic-based policy innovations. Jakarta Governor's Instruction Number 48 of 2020 concerning Direct Procurement Transactions with Micro and/or Small Businesses (Through the e-Order System) is the SPBE regulation in the direct government procurement process by involving fostered MSMEs as a form of follow-up to the central government's regulations in order to make the National Proud of Indonesian Products Movement a success in the implementation of government procurement of goods and services. The approach used in this study is descriptive qualitative with the determination of informants using purposive sampling techniques. Data collection was carried out through observation, interviews and documentation. The results of the study show that the existence of the E-Order system has not been utilized by all MSME members of Jakprenuer as a means of marketing products. This is because the E-Order system is still not well promoted and there is a need for supporting regulations for the process of equalizing transactions in direct government procurement through the E-Order system.

| Additional Information: | Perkembangan teknologi informasi memberikan dampak pada berbagai aspek di kehidupan sehari-hari. Pada pelaksanaan sistem pemerintahan, transformasi digital menjadi tantangan bagi pemerintah pusat maupun daerah dalam menciptakan inovasi kebijakan berbasis elektronik. Intruksi Gubernur Jakarta Nomor 48 Tahun 2020 tentang Transaksi Pengadaan Langsung dengan Usaha Mikro dan/atau Usaha Kecil (Melalui Sistem e-Order) menjadi regulasi SPBE dalam proses pengadaan langsung pemerintah dengan melibatkan UMKM binaan sebagai bentuk tindak lanjut dari regulasi pemerintah pusat dalam rangka menyukseskan Gerakan Nasional Bangga Buatan Indonesia pada pelaksanaan pengadaan barang dan jasa pemerintah. Pendekatan yang digunakan pada penelitian ini adalah deskriptif kualitatif dengan penentuan informan menggunakan teknik purposive sampling. Pengambilan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa keberadaan sistem E-Order belum dimanfaatkan oleh seluruh UMKM anggota Jakprenuer sebagai wadah pemasaran. Hal ini dikarenakan sistem E-Order masih kurang terpromosikan dengan baik serta perlunya regulasi pendukung proses pemerataan transaksi dalam pengadaan langsung pemerintah melalui sistem E-Order. | ||||||
