Abstract
The Digital Population Identity Policy was established by public authorities as a type of data use and correspondence innovation and as one of the steps to overcome the obstacles to E-KTP blanks. Through the implementation of this policy, it is hoped that orderly population administration can be created and citizens' rights to public services related to population identity guaranteed. This research aims to examine the readiness of the government and the people of Larangan District, Tangerang City in implementing Digital Population Identity as written in the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 72 of 2022 concerning Standards and Specifications for Hardware, Software and Electronic Population Identity Card Blanks and the Implementation of Population Identity Digital (IKD). Using the theory of George C. Edward III with four things that are the main concern so that strategy execution can run well, namely Communication, Resources, Disposition or Attitudes, and Bureaucratic Structure. Based on the results of the analysis and study of data and information obtained through direct field research, it can be stated that the Larangan District Government, Tangerang City, in this case the Larangan District Public Service as the implementing agency in the field of population administration, does not yet have sufficient readiness to implement Population Identity Digital. Considering the level of public mastery and understanding regarding the use of various smartphone applications, it is necessary to undertake massive outreach and education so that the implementation of Digital Population Identity can take place effectively and provide results as expected.

| Additional Information: | Kebijakan Identitas Kependudukan Digital ditetapkan oleh otoritas publik sebagai jenis penggunaan data dan inovasi korespondensi dan sebagai salah satu langkah untuk mengalahkan hambatan blangko E-KTP. Melalui implementasi kebijakan ini, diharapkan dapat tercipta ketertiban administrasi kependudukan serta terjaminnya hak-hak warga negara atas pelayanan publik yang berkaitan dengan identitas kependudukan. Tujuan penelitian ini mengkaji kesiapan pemerintah dan masyarakat Kecamatan Larangan, Kota Tangerang dalam implementasi Identitas Kependudukan Digital yang tertulis pada Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 72 Tahun 2022 tentang Standar dan Spesifikasi Perangkat Keras, Perangkat Lunak dan Blangko Kartu Tanda Penduduk Elektronik Serta Penyelenggaraan Identitas Kependudukan Digital (IKD). Dengan menggunakan teori dari George C. Edward III dengan empat hal yang menjadi perhatian utama agar eksekusi strategi dapat berjalan dengan baik, yaitu Komunikasi, Sumber Daya, Disposisi atau Sikap-Sikap, dan Struktur Birokrasi. Berdasarkan hasil analisis serta kajian terhadap data dan informasi yang diperoleh melalui penelitian langsung ke lapangan dapat dikemukakan bahwa Pemerintah Kecamatan Larangan, Kota Tangerang, dalam hal ini Pelayanan Umum Kecamatan Larangan sebagai instansi pelaksana di bidang administrasi kependudukan, belum memiliki kesiapan yang mencukupi untuk mengimplementasikan Identitas Kependudukan Digital. Mengingat tingkat penguasaan dan pemahaman masyarakat tentang penggunaan aplikasi smartphone yang beragam, maka perlu diupayakan sosialisasi dan edukasi secara masif sehingga implementasi Identitas Kependudukan Digital dapat berlangsung secara efektif serta memberikan hasil sesuai harapan. | ||||||
