Abstract

The inclusive education program is a right for everyone to receive education, including children with special needs, ensuring they have access to quality education. The Indonesian government has regulations governing inclusive education, and this has also been implemented in Banten Province and Tangerang City through the education department since 2021. However, there are still issues in this study regarding the implementation, such as the lack of Special Guidance Teachers (GPK) teaching in inclusive classrooms, the suboptimal enrollment of Students with Special Needs (PDBK), and inadequate facilities for Children with Special Needs (ABK). The purpose of this research is to examine the implementation of the inclusive education program in Tangerang City (a comparative study of Bojong 1 Public Elementary School and Sukasari 5 Public Elementary School in Tangerang City). The theory used is Charles O. Jones policy implementation model (1996). The research method employed is a descriptive qualitative approach, with data collected through observation, documentation, and interviews. The results of this study indicate that inclusive education is not yet optimally implemented due to the education department not having a dedicated section for inclusive education, only one GPK teaching in inclusive classes, a lack of comprehensive understanding of inclusive education among the community, and insufficient facilities.

Additional Information: Program pendidikan inklusif merupakan suatu hak bagi setiap orang untuk mendapatkan pendidikan, termasuk anak berkebutuhan khusus dalam mendapatkan pendidikan yang bermutu dan berkualitas. Pemerintah Indonesiasudah terdapat peraturan yang mengatur mengenai pendidikan inklusif, begitupun dengan Provinsi Banten dan Kota Tangerang melalui dinas pendidikan yang sudah di terapkan sejak tahun 2021. Namun dalam pelaksanaannya masih terdapat permasalahan dalam penelitian ini, yaitu kurangnya Guru Pembimbing Khusus (GPK) yang mengajar dalam kelas inklusif, belum optimalnya Penerimaan Peserta Didik Berkebutuhan Khusus (PDBK), dan Sarana prasarana belum memadai untuk Anak Berkebutuhan Khusus (ABK). Tujuan penelitian ini adalah untuk mengetahui implementasi program pendidikan inklusif di Kota Tangerang (studi komparatif SD Negeri Bojong 1 dan SD Negeri Sukasari 5 Kota Tangerang). Teori yang digunakan adalah implementasi kebijakan model Charles O. Jones (1996). Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif yang pengumpulan datanya melalui observasi, dokumentasi, dan wawancara. Hasil dari penelitian ini menunjukkan bahwa pendidikan inklusif belum berjalan dengan optimal, hal ini dikarenakan dinas pendidikan belum terbentuk bagian khusus untuk pendidikan inklusif, Hanya 1 GPK yang mengajar kelas inklusif, pemahaman mengenai pendidikan inklusif kepada masyarakat belum secara menyeluruh, sarana prasarana belum memenuhi.
