Abstract
This research explains that the conflicts that occur in the public interest land acquisition process are dominated by the setting of detrimental compensation prices. This kind of conflict also occurred in South Tangerang. There were several obstacles related to this construction, one of the obstacles was that 8 hectares of land in the Cilenggan sub-district had not yet been successfully acquired due to conflicts arising in the compensation process, which hampered the implementation of the construction project. Cilenggang sub-district counts as one of the issues in the construction process of the Serpong – Balaraja toll road. The 8 hectares of land that is projected to be used in the toll road construction process has not yet completed the procurement process. This was because of a conflict in providing land compensation by the government to land ownership rights holders. This research used Wirawan's Conflict Resolution Theory, namely Self-Regulated Conflict Resolution and Third Party Intervention Conflict Resolution. The research method used is a qualitative descriptive research method. The results of this research showed that in resolving a conflict through self-regulation in agrarian conflicts, namely land acquisition in the construction of the Serpong - Balaraja toll road, as not been reached an agreement.

| Additional Information: | Penelitian ini menjelaskan konflik yang terjadi dalam proses pengadaan tanah kepentingan umum didominasi oleh penetapan harga ganti rugi yang merugikan. Konflik pengadaan, tanah untuk kepentingan umum juga terjadi di Kota Tangerang Se latan. Di temukan beberapa kendala yang berkaitan dengan pembangunan tersebut salah satunya yaitu adanya tanah seluas 8 Hektar yang berada di kelurahan Cilenggan belom berhasil dibebaskan karena muncul konflik dalam proses ganti rugi sehingga menghambat pelaksanaan proyek pembangunan tersebut. Kelurahan Cilenggang masuk kedalam salah satu masalah dalam proses pembangunan jalan tol Serpong – Balaraja. Tanah sebanyak 8 Hektar yang di proyeksi akan digunakan dalam proses pembangunan jalan tol tersebut belum selesai proses pengadaannya. Belum selesai pengadaan tanah di Kelurahan Cilenggang dikarenakan terdapat konflik pemberian ganti rugi tanah oleh pemerintah kepada pemegang hak milik tanah. Penelitian ini menggunakan Teori Resolusi Konflik Wirawan ayitu Resolusi Konflik Pengaturan Sendiri dan Resolusi Konflik Intervensi Pihak Ketiga. Adapun metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif. Hasil penelitian ini menunjukkan disimpulkan bahwa dalam penyelesaian suatu konflik dengan pengaturan diri sendiri dalam konflik agraria yaitu pengadaan tanah dalam pembangunan jalan Tol Serpong – Balaraja belum menemui kata sepakat. | ||||||
