Abstract
The organization of the drainage system is a programme of activities of the central government and local governments which is the implementation of the local regulation of the city of Serang Number 10 of 2020 concerning urban drainage systems, in the implementation of urban drainage systems it is necessary to have the authority of the PUPR Office of the city of Serang regarding the implementation of supervision of the implementation of drainage systems in the sheep village area, precisely on Jl. Samaun Bakri, Cimuncang Village, Serang Sub-District, Serang City. As for the identification of the problem, How is the implementation role of the Local Government in supervising the drainage system in the form of sewers in Kampung Domba, Serang City based on Serang City Regional Regulation Number 10 of 2020 concerning Urban Drainage Systems? And, What are the obstacles experienced by the local government of the city of Serang in supervising the drainage system in Kampung Domba Kota Serang based on the Regional Regulation of the City of Serang Number 10 of 2020 concerning Urban Drainage Systems? The theories used are the theory of authority and the theory of supervision. The method used in this research is empirical juridical method with data analysis through a qualitative approach using primary data in the form of interviews with resource persons from the Water Resources Division of the PUPR Office of Serang City and supported by secondary data. Data collection techniques are field research and library research. The data is obtained and analysed descriptively with a qualitative approach method. The results of the research obtained are the authority The PUPR Office of Serang City in supervising the drainage system in Serang City based on Article 50 of Government Regulation Number 10 of 2020 concerning urban drainage systems has not been implemented properly. This is evidenced by the occurrence of flooding caused by the lack of functioning of the drainage system due to limited budget, lack of socialisation so as not to litter and uncertainty of regulations and licensing. The conclusion is that the Water Resources Division of the PUPR Office of Serang city needs to increase socialisation to the public about waste and channel more of the budget to things that are more needed, and simplify the regulatory and licensing processes.

Domba, tepatnya di Jl. Samaun Bakri, Kelurahan Cimuncang, Kecamatan Serang, Kota Serang. Adapun identifikasi masalahnya, Bagaimana pelaksanaan peran pemerintah daerah dalam pengawasan sistem drainase berupa selokan di Kampung Domba Kota Serang berdasarkan Peraturan Daerah Kota Serang Nomor 10 tahun 2020 Tentang Sistem Drainase Perkotaan? Dan, Apa saja hambatan yang dialami oleh Pemerintah Daerah Kota Serang dalam pengawasan terhadap sistem drainase di Kampung Domba Kota Serang berdasarkan Peraturan Daerah Kota Serang Nomor 10 tahun 2020 Tentang Sistem Drainase Perkotaan?. Teori yang digunakan yaitu, teori kewenangan dan teori pengawasan. Metode yang digunakan dalam penelitian ini yaitu metode yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara dengan narasumber dari Bidang Sumber Daya Air Dinas PUPR Kota Serang dan ditunjang dengan data sekunder. Teknik pengumpulan data adalah penelitian lapangan dan penelitian kepustakaan. Data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian yang didapat adalah kewenangan Dinas PUPR Kota Serang dalam pengawasan sistem drainase di Kota Serang berdasarkan Pasal 50 Peraturan Pemerintah Nomor 10 Tahun 2020 tentang sistem drainase perkotaan belum terlaksana dengan baik. Hal tersebut dibuktikan dengan masih terjadinya banjir yang disebabkan oleh kurang berfungsinya sistem drainase dikarenakan anggarannya terbatas, kurangnya sosialisasi dan ketidakpastian regulasi dan perizinan. Kesimpulannya yaitu Bidang Sumber Daya Air Dinas PUPR kota Serang perlu meningkatkan sosialisasi kepada masyarakat mengenai sampah dan lebih menyalurkan anggaran kepada hal yang lebih dibutuhkan, serta mempermudah proses regulasi dan perizinan. | |||||||||
