Abstract

Children have equal rights guaranteed by the state. The fulfillment of children's rights is the responsibility of the local government to be able to improve the Decent City for children through the PUSPAGA program. But the fact is that there are still a lot of children, especially in Serang City, who are still victims of violence which even increases every year. This study focuses on the implementation of the PUSPAGA Program in the prevention of child violence in Serang City and aims to find out more about the implementation of the PUSPAGA program in the prevention of child violence in Serang City using the theory of A Model Of Implementation according to Van Metter and Van Horn. This study used descriptive qualitative research methods, then the data was analyzed based on observations, interviews and documentation. The results of this study show that the implementation of the Cahaya Hati PUSPAGA Program in preventing violence against children has not been optimally carried out due to obstacles and obstacles, namely the absence of counselors to carry out counseling services, the absence of guidance to village cadres related to the PUSPAGA Program, inadequate facilities and infrastructure and the lack of socialization and promotion activities carried out due to limited budget funds.

Anak-anak mempunyai hak yang sama yang dijamin oleh negara. Pemenuhan akan hak-hak anak tersebut merupakan tanggung jawab dari pemerintah daerah untuk dapat meningkatkan Kota Layak anak melalui program PUSPAGA. Tetapi faktanya masih banyak sekali anak-anak terutama di Kota Serang yang masih menjadi korban kekerasan yang bahkan meningkat tiap tahunnya. Penelitian ini berfokus pada implementasi Program PUSPAGA dalam pencegahan kekerasan anak di Kota Serang dan bertujuan unutk mengetahui lebih dalam terkait pelaksanaan program PUSPAGA dalam pencegahan kekerasan anak di Kota Serang menggunakan teori A Model Of Implementation menurut Van Metter dan Van Horn. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, selanjutnya data dianalisis berdasarkan hasil observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa implementasi Program PUSPAGA Cahaya Hati dalam pencegahan kekerasan terhadap anak belum maksimal dilakukan karena adanya kendala dan hambatan, yaitu belum adanya tenaga konselor untuk melakukan layanan konseling, belum adanya pembinaan kepada kader-kader kelurahan terkait Program PUSPAGA, sarana dan prasarana yang kurang memadai serta masih minimnya kegiatan sosialisasi dan promosi yang dilakukan akibat terbatasnya dana anggaran.
