Abstract
This study focuses on the implementation of the Sexual Violence Prevention and Handling (PPKS) policy carried out at Sultan Ageng Tirtaya University referring to the Regulation of the Chancellor of Sultan Ageng Tirtayasa University Number 5 of 2021 concerning PPKS in the Untirta Environment. The problems studied in this study are the many cases of sexual violence that still occur in Untirta, campus facilities are not fully available to support anti-sexual violence, the implementation of socialization has not reached all target groups, the limitations of the PPKS Task Force have not entered the Untirta Work Organization (OTK), and the culture of the target group still considers sexual violence as a taboo to report. The purpose of this study is to determine how the policy of preventing and handling sexual violence is implemented at Sultan Ageng Tirtayasa University. This study uses the theory put forward by Van Metter and Van Horn which consists of 6 aspects, namely: Objectives and Policy Measures, Resources, Characteristics of Implementing Agents, Attitudes and Tendencies (dispositions) of Implementers, Inter-Organizational Communication, and Economic, Social, and Political Environmental Conditions. The researcher used a descriptive qualitative method with data analysis through interviews, observations, documentation, and literature studies. For the selection of informants, the researcher used purposive and snowball techniques. The results of this study indicate that implementing the Prevention and Handling of Sexual Violence (PPKS) policy at Sultan Ageng Tirtayasa University has been carried out quite well because it meets each variable studied in the Van Metter Van Horn theory. However, in its implementation, there are certainly still various obstacles faced by the Untirta PPKS Task Force

Permasalahan yang dikaji dalam penelitian ini, yaitu masih banyaknya kasus kekerasan seksual yang terjadi di Untirta, belum sepenuhnya tersedia fasilitas kampus dalam menunjang anti kekerasan seksual, pelaksanaan sosialisasi belum menjangkau ke seluruh kelompok sasaran, adanya keterbatasan Satgas PPKS belum masuk Organisasi Tata Kerja (OTK) Untirta, serta budaya kelompok sasaran yang masih menganggap kekerasan seksual adalah suatu hal yang tabu untuk dilaporkan. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi kebijakan pencegahan dan penanganan kekerasan seksual di Universitas Sultan Ageng Tirtayasa. Penelitian ini menggunakan teori yang dikemukakan oleh Van Metter dan Van Horn yang terdiri atas 6 aspek, yaitu: Tujuan dan Ukuran Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Sikap dan Kecenderungan (disposisi) Para Pelaksana, Komunikasi Antar Organisasi, serta Kondisi Lingkungan Ekonomi, Sosial, dan Politik. Peneliti menggunakan metode kualitatif deskriptif dengan analisis data melalui hasil wawancara, observasi, dokumentasi dan studi pustaka. Adapun pemilihan informan peneliti menggunakan teknik purposive dan snowball. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan Pencegahan dan Penanganan Kekerasan Seksual (PPKS) di Universitas Sultan Ageng Tirtayasa telah terlaksana dengan cukup baik karena memenuhi setiap variabel yang dikaji dalam teori Van Metter Van Horn, akan tetapi dalam pelaksanaannya tentu masih terdapat berbagai kendala yang dihadapi oleh Satgas PPKS Untirta. | |||||||||
