Abstract
This research focuses on the regulation of special education and special service education at Sultan Ageng Tirtayasa University for students with disabilities. The problems that occur in this study studied by researchers are the unavailability of special assistant lecturers, the absence of a disability service unit, inadequate facilities and infrastructure, and inadequate policies. Disability service unit, inadequate facilities and infrastructure, and policies that have not been formed. This study aims to determine the success of the Minister of Research, Technology and Higher Education Regulation on Special Education and Special Education Services at Sultan Ageng Tirtayasa University. Furthermore, this study uses Leo Agustino's evaluation theory which has five dimensions 1) Apparatus Resources (SDA); 2) Institutional; 3) Facilities, Infrastructure, and Technology; 4) Finance; 5) Regulation. This research also uses qualitative methods by using data analysis techniques in the form of data collection, data reduction, data display and conclusing drawing / verification. The results of this study indicate that the regulation of special education and special service education at Sultan Ageng Tirtayasa University has not fully run well, this is because there is still no disability service unit, special assistant lecturers for students with disabilities, infrastructure that is not yet accessible, and the absence of regulations.

Additional Information: | Penelitian ini berfokus pada peraturan pendidikan khusus dan pendidikan layanan khusus di Universitas Sultan Ageng Tirtayasa untuk mahasiswa penyandang disabilitas. Permasalahan yang terjadi dalam penelitian ini yang dikaji oleh peneliti adalah belum tersedianya dosen pendamping khusus, belum adanya unit layanan disabilitas, sarana dan prasarana yang belum memadai, dan kebijakan yang belum terbentuk. Dalam penelitian ini bertujuan untuk mengetahui keberhasilan Peraturan Menteri Riset, Teknologi, dan Pendidikan Tinggi Tentang Pendidikan Khusus dan Layanan Pendidikan Khusus di Universitas Sultan Ageng Tirtayasa. Selanjutnya dalam penelitian ini menggunakan teori evaluasi dari Leo Agustino yang mana terdapat lima dimensi 1) Sumber Daya Aparatur (SDA); 2) Kelembagaan; 3) Sarana, Prasarana, dan Teknologi; 4) Keuangan; 5) Regulasi. Penelitian ini juga menggunakan metode kualitatif dengan menggunakan teknik analisis data berupa data collection, data reduction, data display dan conclusing drawing/verivication. Hasil penelitian ini menunjukkan bahwa peraturan pendidikan khusus dan pendidikan layanan khusus di Universitas Sultan Ageng Tirtayasa belum sepenuhnya berjalan dengan baik, hal ini dikarenakan masih belum tersedianya unit layanan disabilitas, dosen pendamping khusus untuk mahasiswa penyandang disabilitas, sarana prasarana yang belum aksesibel, dan belum terbentuknya kebijakan untuk mahasiswa penyandang disabilitas. | ||||||
