Through a descriptive qualitative method, this research identifies the stages of personal selling conducted by Perisai agents, as well as the challenges they face in acquiring BPU membership. This research aims to analyze the application of personal selling by Perisai agents of BPJS Ketenagakerjaan Serang Branch Office in acquiring NonWage Earner (BPU) membership, analyze the challenges and obstacles faced, and find out the efforts made by the Branch Office in handling these challenges and obstacles. The results showed that personal selling is applied in marketing the BPJS Ketenagakerjaan program, namely with the stages of prospecting, pre-approach, socialization and demonstration, persuasion, closing and follow-up & maintenance. The main challenges and obstacles faced are low public awareness of the importance of employment social security and economic limitations. The Branch Office seeks to overcome the obstacles faced such as coaching Perisai agents and providing the facilities needed for acquisition
