Abstract

Tangerang City Mal Pelayanan Publik provides various services including services under the authority of the Regional Government; regional tax and regional levy services; Population Administration and Civil Registration services; permit and non-permit processing services which are the authority of the Banten Provincial Government. However, the implementation of MPP in Tangerang City still faces obstacles such as a long service process, a non-strategic location, coordination with other SKPDs, a website that often experiences problems. Based on this background, the researcher identified two problems, namely how effective the services at the Mal Pelayanan Publik are as an integrated service in the City of Tangerang and what are the obstacles to the effectiveness of services at the Mal Pelayanan Publik as an integrated service in the City of Tangerang. The theories used are legal effectiveness theory and public service theory. This research uses empirical juridical. The type of research in this study is qualitative research, using primary and secondary data sources. The data collection techniques for this research are library and field research. The research results showed that the effectiveness of services at the Tangerang City Mal Pelayanan Publik is still not effective. Based on factors according to the theory of legal effectiveness: the legal factors themselves (the Law), the implementation of article 16 paragraph (1) of Tangerang Mayor Regulation Number 66 of 2018 has not been fully implemented in services at the Tangerang City MPP, law enforcement factors which are still short of staff, factors The facilities or facilities at the Tangerang City MPP are quite complete but they still don't have a specific SOP, cultural and community factors still involve bribery from the public to service officers. In applying the theory of legal effectiveness in the Tangerang City MPP, it cannot be said to be effective. Barriers to the effectiveness of services at MPP are the long service process; Non-strategic location; Implementation of coordination with other SKPD; The website often experiences glitches. Overall, the application of public service theory to services at MPP as an integrated service in Tangerang City has not been fully realized. Because the principles of public service are not yet fully implemented according to statutory regulations.

Additional Information: Mal Pelayanan Publik Kota Tangerang menyediakan berbagai layanan diantaranya layanan yang menjadi kewenangan Pemerintah Daerah; layanan pajak daerah dan retribusi daerah; layanan Administrasi Kependudukan dan Pencatatan Sipil; layanan pengurusan izin dan non izin yang menjadi kewenangan Pemerintah Propinsi Banten. Namun pelaksanaan MPP di Kota Tangerang masih menghadapi kendala seperti proses pelayanan yang lama, lokasi yang tidak strategis, pelaksanaan koordinasi dengan SKPD lain, web yang sering mengalami gangguan. Berdasarkan latar belakang tersebut, peneliti mengambil dua identifikasi masalah yaitu bagaimana efektivitas pelayanan pada Mal Pelayanan Publik sebagai pelayanan terintegrasi Kota Tangerang dan bagaimana hambatan efektivitas pelayanan pada Mal Pelayanan Publik sebagai pelayanan terintegrasi Kota Tangerang. Teori yang digunakan teori efektivitas hukum dan teori pelayanan publik. Penelitian ini menggunakan yuridis empiris. Jenis penelitian pada penelitian ini yaitu penelitian kualitatif, menggunakan sumber data primer dan sekunder. Teknik pengumpulan data penelitian ini yaitu penelitian kepustakaan dan lapangan. Hasil penelitian diperoleh Efektivitas pelayanan pada Mal Pelayanan Publik Kota Tangerang masih belum efektif. Berdasarkan faktor-faktor menurut teori efektivitas hukum : faktor hukumnya sendiri (Undang Undang) implementasi dari pasal 16 ayat (1) peraturan Walikota Tangerang Nomor 66 Tahun 2018 belum sepenuhnya terlaksana pada pelayanan di MPP Kota Tangerang, faktor penegak hukum yang masih kekurangan pegawai, faktor fasilitas atau sarana pada MPP Kota Tangerang sudah cukup lengkap namun masih belum memiliki SOP khusus, faktor kebudayaan dan masyarakat masih terjadinya suap dari masyarakat ke petugas pelayanan. Dalam penerapan teori efektivitas hukum di MPP Kota Tangerang, belum dapat dikatakan efektif. Hambatan dari efektivitas pelayanan pada MPP yaitu Proses pelayanan yang lama; Lokasi yang tidak strategis; Pelaksanaan koordinasi dengan SKPD lain; Web yang sering mengalami gangguan. Secara keseluruhan penerapan teori pelayanan publik terhadap pelayanan pada MPP sebagai pelayanan terintegrasi Kota Tangerang belum sepenuhnya terwujud. Karena asas asas pelayanan publiknya belum berjalan penuh sebagaimana aturan perundang – undangan.
