Abstract
SMA Negeri 1 Kota Serang is a state-owned school that implements the Zoning System New Student Admission Policy. The zoning system policy is intended to equalize quality in education, increase transparency, and eliminate stereotypes between favorite and non-favorite schools. However, cases of fraud are still found in the implementation of the zoning system policy, such as the buying and selling of benches, entrusted students and family card rides that are rampant in SMA Negeri 1 Kota Serang. In this study, the researcher aims to describe the existence of stowaways in SMA Negeri 1 Kota Serang in the implementation of the zoning system. This research chose to use a qualitative approach and the technique used was descriptive analysis and used the Rent Seeking theory according to Gurdon Tullok, Anne Kruger and Mahpudin which consists of three indicators, namely (1) Against regulations / the existence of manipulative regulations, (2) The role of State and non-state actors, (3) The existence of privileges given by State actors. The results of this study show that there is still cheating / illegal hitchhiking in the implementation of the New Student Admission (PPDB) Zoning System at SMA Negeri 1 Kota Serang. Cheating comes both from unscrupulous state actors, nonstate actors and the community itself.

| Additional Information: | SMA Negeri 1 Kota Serang merupakan sekolah milik Negara yang menerapkan Kebijakan Penerimaan Peserta Didik Baru Sistem Zonasi. Kebijakan sistem zonasi ditujukan untuk pemerataan kualitas dalam pendidikan, meningkatkan transparansi, serta menghilangkan stereotip antara sekolah favorit dan non-favorit. Namun, kasus kecurangan masih ditemukan dalam pelaksanaan kebijakan sistem zonasi, seperti adanya jual beli bangku, siswa titipan dan numpang kartu keluarga yang marak terjadi di SMA Negeri 1 Kota Serang. Dalam penelitian ini, peneliti bertujuan menggambarkan adanya penumpang gelap di SMA Negeri 1 Kota Serang dalam berjalannya sistem zonasi. Penelitian ini memilih menggunakan pendekatan kualitatif serta teknik yang digunakan yaitu analisis deskriptif serta menggunakan teori Rent Seeking menurut Gurdon Tullok, Anne Kruger dan Mahpudin yang terdiri dari tiga indikator yakni (1) Melawan regulasi/adanya regulasi yang dimanipulatif, (2) Adanya peran aktor Negara dan non-Negara, (3) Adanya privilage yang diberikan aktor Negara. Hasil penelitian ini menunjukan bahwa masih ditemukan adanya kecurangan/penumpang gelap dalam penyelenggaran Penerimaan Peserta Didik Baru (PPDB) Sistem Zonasi di SMA Negeri 1 Kota Serang. Kecurangan datang baik dari oknum aktor negara, nonnegara serta masyarakat sendiri. | ||||||
