Abstract
Water quality management and water pollution control aims to maintain the availability of water at the sources of water to meet the water quality criteria according to their distribution in a sustainable manner. In the implementation of local regulation,government district of Tangerang faced with various problems, such as not optimal coordination of monitoring pollution,lack of coordination in granting discharge permit, socialization local regulation not optimal, there are still many industries that violete local regulation and not have mayor regulation. The research focused on how the regulation implemented in the district of Tangerang. The purpose of the research was to how to implementation of these local regulation.The methods that used on this research is qualitative descriptive whichanalyzed by model of policy implementation theory from Merille S. Grindle.The research result showed that implementation of these local regulation is not optimalbecause four of nine indicator policy implementation from Merille S. Grindle has not been implemented maximally, including interests affected, program implementer, power, interest and strategy of actor involved, compliance and responsiveness from implementer. Research suggest that local regulationto be more optimal increase oversight of large scale industry, types of small and medium scale enterprise, as well as conduct through socialization to the whole of stakeholders involved in the implementation of local regulation. | Additional Information: | Pengelolaan kualitas air dan pengendalian pencemaran air bertujuan untuk memelihara ketersediaan air pada sumber-sumber air agar memenuhi kriteria mutu air menurut peruntukkannya secara berkelanjutan. Dalam upaya pelaksanaan perda, pemerintah kota Tangerang dihadapkan dengan berbagai permasalahan, seperti belum optimalnya koordinasi pengawasan pencemaran, kurangnya koordinasi dalam pemberian izin pembuangan limbah, sosialisasi perda belum berjalan optimal, masih banyak industri yang melanggar perda, serta belum belum memiliki peraturan walikota. Penelitian ini memfokuskan pada bagaimana pelaksanaan peraturan daerah ini, dengan lokus penelitian di kota Tangerang. Tujuan penelitian ini adalah untuk mengetahui bagaimana pelaksanaan peraturan daerah ini. Metode yang digunakan dalam penelitian ini yaitu kualitatif deskriptif yang dianalisis dengan menggunakan teori model implementasi kebijakan dari Merille S. Grindle. Hasil penelitian menunjukkan belum optimalnya pelaksanaan peraturan daerah ini karena empat dari sembilan indikator implementasi kebijakan menurut Merille S. Grindle belum dilaksanakan secara maksimal, diantaranya kepentingan-kepentingan yang mempengaruhi, pelaksana program, kekuasaan, kepentingan-kepentingan dan strategi para aktor yang terlibat, serta tingkat kepatuhan dan adanya respon dari pelaksana. Saran peneliti agar implementasi perda ini lebih optimal adalah dengan meningkatkan pengawasan terhadap sektor industri skala besar, jenis usaha atau kegiatan skala kecil dan menengah serta melakukan sosialisasi secara menyeluruh kepada semua stakeholders yang terlibat dalam implementasi perda. | |||||||||
