Abstract
Evaluation of rice field printing policy in Lebak regency implemented with high background over the function of rice fields that are believed to be threats in realizing independence, sovereignty and food security national. So in this study researchers want to analyze the program rice field printing in Cirinten subdistrict, Parakanlima Village and Cempaka Village focus on policy evaluation. The research methodology used is qualitative with a descriptive approach. The theory used is the theory of evaluation policy proposed by William N. Dunn, (2003: 608). Evaluation Results policy in 6 indicators; indicators of effectiveness have been effective in achieving targets determined by the Department of Agriculture Lebak, efficient indicators technical irrigation system is very helpful for the process of printing new rice fields, indicators the adequacy of the new rice field printing program is enough to help reduce the area rice fields are constantly reduced, the flattening indicator of the printing program fields have not been done evenly, indicators of responsiveness of the Department of Agriculture Lebak regency responds to farmer groups that propose printing programs new rice fields, the positive side of the program farmers have basic jobs and clear income, while the negative side namely the provision of system infrastructure inadequate irrigation to impact on rice production, and indicators the accuracy of local regulations is appropriate to protect the printing program new rice fields.

| Additional Information: | Evaluasi kebijakan pencetakan sawah di Kabupaten Lebak dilaksanakan dengan latar belakang tingginya alih fungsi lahan sawah yang diyakini akan menjadi ancaman dalam mewujudkan kemandirian, kedaulatan dan ketahanan pangan nasional. Sehingga dalam penelitian ini peneliti ingin menganalisis program pencetakan sawah di Kecamatan Cirinten Desa Parakanlima dan Desa Cempaka dengan fokus evaluasi kebijakan. Metodologi penelitian yang digunakan yaitu kualitatif dengan pendekatan deskriptif. Teori yang digunakan adalah teori evaluasi kebijakan yang dikemukakan oleh William N. Dunn, (2003:608). Hasil Evaluasi kebijakan dalam 6 indikator; indikator efektivitas sudah efektif dalam mencapai target yang ditentukan oleh Dinas Pertanian Kabupaten Lebak, indikator efisien sistem irigasi teknis sangat membantu proses pencetakan sawah baru, indikator kecukupan program pencetakan sawah baru cukup membantu pengurangan areal lahan sawah yang terus berkurang, indikator perataan program pencetakan sawahnya belum dilakukan secara merata, indikator responsivitas Dinas Pertanian Kabupaten Lebak merespon kelompok tani yang mengajukan program pencetakan sawah baru, sisi positif program tersebut petani memiliki pekerjaan pokok dan penghasilan yang jelas, sedangkan sisi negatif yaitu penyediaan infrastruktur sistem irigasi kurang memadai hingga berdampak pada hasil produksi padi, dan indikator ketepatan peraturan daerah sudah tepat untuk melindungi program pencetalan sawah baru. | ||||||
