Abstract

The implementation of regional autonomy in Indonesia has increased demands for the accountability of government institutions' performance (AKIP). This study aims to analyze the role of organizational commitment in moderating the relationship between human resource (HR) competency and work stress on AKIP, focusing on the Public Works and Spatial Planning Office of Serang Regency. Using a quantitative approach, data were collected through questionnaires distributed to 66 employees in the office. The analysis results show that HR competency has a significant positive effect on AKIP, while work stress has a significant negative effect. Organizational commitment acts as a moderator that strengthens the relationship between HR competency and AKIP. The conclusion of this study emphasizes the importance of HR competency development and work stress management to improve the accountability of government institutions' performance.

Additional Information: Penerapan otonomi daerah di Indonesia telah meningkatkan tuntutan terhadap akuntabilitas kinerja instansi pemerintah (AKIP). Penelitian ini bertujuan untuk menganalisis peran komitmen organisasi dalam memoderasi hubungan antara kompetensi sumber daya manusia (SDM) dan ketegangan kerja terhadap AKIP, dengan fokus pada Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Serang. Menggunakan pendekatan kuantitatif, data dikumpulkan melalui kuesioner yang disebarkan kepada 66 pegawai di dinas tersebut. Hasil analisis menunjukkan bahwa kompetensi SDM memiliki pengaruh positif signifikan terhadap AKIP, sedangkan ketegangan kerja berpengaruh negatif signifikan. Komitmen organisasi berperan sebagai moderator yang memperkuat hubungan antara kompetensi SDM dan AKIP. Kesimpulan dari penelitian ini menekankan pentingnya pengembangan kompetensi SDM dan pengelolaan ketegangan kerja untuk meningkatkan akuntabilitas kinerja instansi pemerintah.
