Abstract
This research is motivated by the reduction in agricultural output, with the purchase of agricultural land for housing, which will directly reduce agricultural land. Large areas of agricultural land have been converted into housing, especially in the north coast (pantura) areas such as the Sepatan, East Sepatan, Pakuhaji and Rajeg areas. Because the Pantura region still has quite large areas of rice fields, this is a problem in this research. The aim to be achieved in this research is to determine the implementation of spatial planning policies in controlling agricultural land conversion in Tangerang Regency. This research uses Merilee's theory of policy implementation. S Grindle which consists of 2 indicators that influence the success of public policy, namely Content of Policy and Context of Policy. The method used in this research is a qualitative method with a descriptive approach. The results of this research show that the implementation of Regional Regulation Number 13 of 2011 concerning Tangerang Regency Spatial Planning for 2011-2031 is currently still not being implemented well, because the dimensions in the policy implementation theory have not yet run optimally. This can be seen from several inhibiting factors in the process of implementing this policy, including the lack of coordination between the government and land owners, as well as supervision which is still a formality.

| Additional Information: | Penelitian ini dilatarbelakangi oleh berkurangnya hasil pertanian dengan dibelinya lahan pertanian yang dibuat perumahan secara langsung akan membuat lahan pertanian yang semakin berkurang. Banyaknya luas lahan pertanian yang dialihfungsikan menjadi perumahan terutama di wilayah pantai utara (pantura) seperti, wilayah Sepatan, Sepatan Timur, Pakuhaji, dan Rajeg. Karena di wilayah pantura yang masih memiliki luas lahan sawah yang cukup luas menjadi permasalahan dalam penelitian ini. Tujuan yang akan dicapai dalam penelitian ini adalah untuk mengetahui Implementasi Kebijakan Tata Ruang dalam Pengendalian Alih Fungsi Lahan Pertanian di Kabupaten Tangerang. Penelitian ini menggunakan teori implementasi kebijakan dari Merilee. S Grindle yang terdiri dari 2 indikator yang mempengaruhi keberhasilan kebijakan publik yaitu Content of Policy dan Context of Policy. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Hasil penelitian ini menunjukan bahwa implementasi kebijakan Perda Nomor 13 tahun 2011 tentang Rencana Tata Ruang Wilayah Kabupaten Tangerang Tahun 2011-2031 saat ini masih belum terlaksana dengan baik, karena dimensi-dimensi yang ada dalam teori implementasi kebijakan belum berjalan dengan maksimal. Hal ini dapat dilihat dari terdapat beberapa faktor penghambat dalam proses pelaksanaan kebijakan tersebut diantaranya adalah minimnya koordinasi yang terjalin antara pemerintah dengan pemilik lahan, serta pengawasan yang masih bersifat formalitas. | |||||||||
