Abstract
Jepang secara sengaja membuang limbah nuklir radioaktif yang dihasilkan dari kecelakaan PLTN Daiichi Fukushima pada tanggal 11 Maret 2011 silam. Rencana tersebut disebabkan oleh sejak kecelakaan yang terjadi pada 2011 silam, PLTN Daiichi Fukushima terus memproduksi limbah radioaktif sebanyak 100 Meter Kubik setiap harinya. Tindakan Jepang mendapat reaksi dari negara-negara tetangga Jepang hingga dunia internasional. Kekhawatiran terjadi disebabkan adanya kandungan tritium dan karbon-14 dalam air yang akan dibuang oleh Jepang ke laut. Tritium dan karbon-14 merupakan radioaktif dari hidrogen dan karbon, yang sulit dipisahkan dari air. Keduanya memancarkan tingkat radiasi yang sangat rendah, namun dapat berisiko apabila dikonsumsi dalam jumlah banyak. Dengan begitu, kandungan tritium dan karbon-14 yang terdapat dalam air limbah yang dibuang Jepang dapat berbahaya bagi kesehatan manusia dan mencemari produk laut Jepang. Peraturan interasional yang secara khusus mengatur mengnai pengelolaan limbah nuklir radioaktif adalah Joint Convention On The Safety Of Spent Fuel Management And On The Safety Of Radioactive Waste Management. Penelitian ini akan membahas kesesuaian proses pembuangan limbah nuklir radioaktif oleh pemerintah Jepang dengan ketentuan dalam Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management dan potensi sengketa internasional akibat pembuangan limbah nuklir radioaktif yang dilakukan oleh Jepang. Peneliti dalam menyusun penelitian ini menggunakan metode penelitian yuridis normatif.

Additional Information: | Japan is deliberately dumping radioactive nuclear waste generated from the Daiichi Fukushima nuclear power plant accident on March 11, 2011. The plan is due to the fact that since the accident that occurred in 2011, the Daiichi Fukushima NPP has continued to produce radioactive waste as much as 100 cubic meters every day. Japan's actions received reactions from Japan's neighboring countries and the international community. The concern is due to the presence of tritium and carbon-14 in the water that will be discharged by Japan into the sea. Tritium and carbon-14 are radioactive forms of hydrogen and carbon, which are difficult to separate from water. Both emit very low levels of radiation, but can be risky if consumed in large quantities. As such, the tritium and carbon-14 present in Japan's discharged wastewater could be harmful to human health and contaminate Japan's marine products. International regulations that specifically regulate radioactive nuclear waste management are the Joint Convention On The Safety Of Spent Fuel Management And On The Safety Of Radioactive Waste Management. This research will discuss the suitability of the radioactive nuclear waste disposal process by the Japanese government with the provisions in the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management and the potential international disputes due to the disposal of radioactive nuclear waste carried out by Japan. Researchers in compiling this research used normative juridical research methods. | |||||||||
