Abstract

DEVA RAMADHEITA. Analysis of Public Service Satisfaction Levels in the Population Services Sector at the Anyar Village Office. Dibimbing oleh HADI SETIAWAN, ST., MT. dan EVI FEBIANTI, ST., M.Eng. Service is the essential main task of the apparatus, as a servant of the state and a servant of the community. And it is further clarified in the Decree of the Minister for Administrative Reform Number 63 of 2003 which outlines general guidelines for the implementation of public services. The village or sub-district is the government agency that is closest or directly connected to the community. Therefore, it is necessary to carry out a community satisfaction survey so that the community can convey their aspirations to the village as population servants, which is carried out in Anyar Village. The aim of this research is to identify priority indicators for each element of population services, calculate the value of the community satisfaction index for each variable, and calculate the total value of the community satisfaction index. This research method refers to the PERMENPAN- RB guidelines Number 14 of 2017. From the results of the research that has been carried out, the Community Satisfaction Index (IKM) value per service element is obtained, namely, the completion time is 82.17, the service quality is Good with a score of B. Facilities and infrastructure are 83.52 Good service quality with a score of B. Handling of complaints, suggestions and input of 83.56 Good service quality with a score of B. Costs of 84.18 Good service quality with a score of B. System mechanisms and procedures of 84.9 Good service quality with score B. implementing competency 84.97 Good service quality with score B. Requirements 85.2 Good service quality with score B. Product service type specifications 85.56 Good service quality with score B. And implementing behavior 91.04 quality Very Good service with a score of A. Meanwhile, the total Community Satisfaction Index (IKM) value obtained at the Anyar Village Office was 84.99. It can be concluded that the performance of the population service unit at the Anyar Village Office is said to be Good with a score of B. Keywords: Community Satisfaction Index, PERMENPAN-RB

Dan diperjelas lagi dalam Keputusan Menteri Pendayagunaan Aparatur Negara Nomor 63 Tahun 2003 yang menguraikan pedoman umum penyelenggaraan pelayanan publik. Desa atau Kelurahan ialah instansi pemerintahan yang paling dekat atau secara langsung berhubungan dengan Masyarakat. Maka dari itu perlu dilakukannnya survei kepuasan masyarakat agar masyarakat bisa menyampaikan aspirasinya kepada Desa sebagai pelayan kependudukan yang dilakukan di Desa Anyar. Tujuan penelitian kali ini adalah mengetahui identifikasi indikator prioritas pada setiap unsur layanan kependudukan, menghitung nilai dari indeks kepuasan Masyarakat di setiap variabel, dan menghitung nilai total indeks kepuasan Masyarakat. Metode penelitian ini mengacu pada pedoman PERMENPAN-RB Nomor 14 Tahun 2017. Dari hasil penelitian yang telah dilakukan didapatkan nilai Indeks Kepuasan Masyarakat (IKM) per unsur layanan yaitu, waktu penyelesaian sebesar 82,17 mutu pelayanan Baik dengan skor B. Sarana dan prasarana sebesar 83,52 mutu pelayanan Baik dengan skor B. Penanganan Pengaduan saran dan masukan sebesar 83,56 mutu pelayanan Baik dengan skor B. Biaya sebesar 84,18 mutu pelayanan Baik dengan skor B. Sistem mekanisme dan prosedur sebesar 84,9 mutu pelayanan Baik dengan skor B. kompetensi pelaksana 84,97 mutu pelayanan Baik dengan skor B. Persyaratan sebesar 85,2 mutu pelayanan Baik dengan skor B. Produk spesifikasi jenis pelayanan sebesar 85,56 mutu pelayanan Baik dengan skor B. Dan perilaku pelaksana sebesar 91,04 mutu pelayanan Sangat Baik dengan skor A. Sedangkan didapatkan nilai Indeks Kepuasan Masyarakat (IKM) total di Kantor Desa Anyar sebesar 84,99 dapat disimpulkan bahwa kinerja unit pelayanan kependudukan pada Kantor Desa Anyar dikatakan Baik dengan skor B.
