Abstract

This fishing gear catches fish with high economic value such as anchovies (Stolephorus sp) and squid (Loligo sp) and is the largest catch with the percentage of landings at Karangantu fish harbor amounting to 11.9% and 9.72% of the total fish production at Karangantu harbor. The open access condition of the Indonesian sea causes fishermen to compete to get as much catch as possible, often fishermen do not heed the regulations set by the government, especially related to fishing documents.This research will be conducted using a survey method. The data analysis that will be used is quantitative and qualitative descriptive analysis. The results of the study stated that the level of compliance of bagan perahu vessels in Karangantu fishing port towards ownership of fishing business license documents (SIUP) was 100% (very good), fishing license documents (SIPI) 94.44% (very good), Commissioning Certificate (SLO) 94.44% (very good), Port Clearance dokuments (SPB) 94.44% (very good). Additional Information: Alat tangkap ini menangkap ikan yang bernilai ekonomis tinggi seperti ikan teri (Stolephorus sp) dan cumi-cumi (Loligo sp) dan merupakan hasil tangkapan terbesar dengan presentase pendaratan di pelabuhan perikanan Karangantu sebesar 11,9% dan 9,72% dari total produksi ikan di pelabuhan Karangantu. Kondisi laut Indonesia yang terbuka menyebabkan nelayan berlomba-lomba untuk mendapatkan hasil tangkapan sebanyak-banyaknya, seringkali nelayan tidak mengindahkan peraturan yang telah ditetapkan oleh pemerintah terutama terkait dengan dokumen penangkapan ikan. Penelitian ini akan dilakukan dengan metode survei. Analisis data yang akan digunakan adalah analisis deskriptif kuantitatif dan kualitatif. Hasil penelitian menyatakan bahwa tingkat kepatuhan kapal bagan Perahu di pelabuhan perikanan Karangantu terhadap kepemilikan dokumen surat izin usaha penangkapan ikan (SIUP) sebesar 100% (sangat baik), dokumen surat izin penangkapan ikan (SIPI) 94,44% (sangat baik), Surat Keterangan Operasional (SLO) 94,44% (sangat baik), dan Surat Keterangan Berlayar (SPB) 94,44% (sangat baik). Kepatuhan nelayan di Pelabuhan Karangantu dinilai sangat baik. Kata Kunci: Bagan Perahu, dokumen, kepatuhan
