Abstract

The Influence of Village Head Leadership and BPD Supervision on the Effectiveness of Village Development in Curug Wetan Village, Curug District, Tangerang Regency. Sultan Ageng Tirtayasa University Public Administration Study Program. The 1stadvisor Drs. Hasuri Waseh, M. Si and The 2st advisor Dr. Juliannes Cadith, M. Si. Village development aims to improve the quality of life and living for the welfare of village communities. The establishment of Village Law no. 6 of 2014 concerning villages so that they become developed, independent and democratic villages. So the right strategy is needed starting from careful planning to achieve effective and effective development. In Village Law Number 6 of 2014 concerning villages in article 78 paragraph 2 it is stated that in achieving ideal village development, the stages that need to be gone through are planning, implementation and supervision. Stages through village development planning by preparing the RPJMDes (Village Medium Term Development Plan) which must be appropriate and in harmony with the district/city RPJM. The RPJMDes is then described in the RKP-Desa (Village Government Work Plan) to determine the scale of development priorities each year. So, to achieve successful village development, a leader is needed, namely the Village Head who provides strategic direction and policies that must be taken and has responsibility for implementing programs in the village, both government, development and community programs. Apart from that, there needs to be supervision from the Village Consultative Body (BPD), as BPD has one function, namely supervising the performance of the village head.This research aims to determine how much influence the Village Head's Leadership and BPD Supervision partially and simultaneously have on the Effectiveness of Village Development in Curug Wetan Village, Curug District, Tangerang Regency. This research used a quantitative approach, with a sample size of 195 people from Curug Wetan Village, Curug District, Tangerang Regency. The data obtained was analyzed using the PLS analysis technique (Partial Least Square via Smart PLS 3.2.9 software to process it partially, and the SPSS 27 application to process the data simultaneously. Based on the research results it can be concluded that: (1) the leadership of the village head is influential and significant to the effectiveness of village development, with an influence size of 49.5%; (2) BPD supervision has a significant influence on the effectiveness of village development with an influence size of 25.4%; (3) the leadership of the village head and BPD supervision has a significant influence on the effectiveness of village development, with an influence size of 34.3%.

Pembangunan desa bertujuan untuk meningkatkan kualitas hidup dan kehidupan bagi kesejahteraan masyarakat desa. Dibentuknya UU Desa No. 6 Tahun 2014 tentang desa agar menjadi desa yang maju, mandiri dan demokratis. Sehingga perlu strategi yang tepat dimulai dari perencanaan yang matang untuk mencapai pembangunan yang berdaya hasil dan guna. Dalam UU Desa Nomor 6 tahun 2014 tentang desa pada pasal 78 ayat 2 disebutkan bahwa dalam mencapai pembangunan desa yang ideal, tahapan yang perlu dilalui yaitu dari perencanaan, pelaksanaan dan pengawasan. Tahapan melalui perencanaan pembangunan desa dengan cara menyusun RPJMDes (Rencana Pembangunan Jangka Menengah Desa) yang harus sesuai dan selaras dengan RPJM Kab/kota. RPJMDes tersebut kemudian dijabarkan dalam RKP-Desa (Rencana Kerja Pemerintah Desa) untuk menentukan skala prioritas pembangunan ditiap tahunnya. Maka, untuk mencapai keberhasilan pembangunan desa dibutuhkan sosok pemimpin, yaitu Kepala Desa dalam memberikan arah strategi dan kebijakan apa yang harus diambil serta memiliki tanggungjawab atas implemetasi program- program di desa, baik program pemerintahan, pembangunan dan kemasyarakatan. Selain itu, perlu adanya pengawasan dari Badan Permusyawaratan Desa (BPD), sebagaimana BPD memiliki salah satu fungsi yaitu mengawasi kinerja kepala desa.Penelitian ini dilaksanakan di Desa Curug Wetan Kecamatan Curug Kabupaten Tangerang. Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh antara Kepemimpinan Kepala Desa dan Pengawasan BPD secara parsial dan simultan terhadap Efektivitas Pembangunan Desa di Desa Curug Wetan Kecamatan Curug Kabupaten Tangerang. Penelitian ini menggunakan pendekatan kuantitatif, dengan jumlah sampel sebanyak 195 masyarakat Desa Curug Wetan Kecamatan Curug Kabupaten Tangerang. Data yang diperoleh dianalisis dengan menggunakan teknik analisis PLS (Partial Least Square melalui software Smart PLS 3.2.9 untuk mengolah secara parsial, dan aplikasi SPSS 27 untuk mengolah data secara simultan. Berdasarkan hasil penelitian dapat disimpulkan bahwa: (1) kepemimpinan kepala desa berpengaruh dan signifikan terhadap efektivitas pembangunan desa, dengan besaran pengaruh 49,5%; (2) Pengawasan BPD berpengaruh dan signifikan terhadap efektivitas pembangunan desa dengan besaran pengaruh 25,4%; (3) kepemimpinan kepala desa dan pengawasan BPD berpengaruh dan signifikan terhadap efektivitas pembangunan desa, dengan besaran pengaruh 34,3% | |||||||||
