Abstract

Water is a natural resource that is widely used by humans in their daily lives. The process of utilizing water resources can lead to several water resource problems such as water pollution and exploitation. The Banten region relies on water resources from the Cidanau-Ciujung-Cidurian River Basin, but faces problems such as flooding, drought, and poor coordination. The government issued Decree of the Minister of Public Works and Housing No. 548/KPTS/M/2018 on the water resources management plan of the Cidanau-Ciujung-Cidurian River Basin to overcome water resources problems and maintain water resources. This research aims to analyse the alignment of the Cidanau-Ciujung-Cidurian River Basin Water Resources Management Plan with Law No. 17 of 2019 and Principles of Integrated Water Resources Management - IHE UNESCO. This research analyses the Law and IWRM documents related to water resources management and compares their application or implementation in the water resources management plan documents. The Water Resources Management Plan for the Cidanau-Ciujung-Cidurian River Basin is largely aligned with the Law, but there is misalignment on endangered plant and/or animal species. In IWRM, there are misalignments with the 4 Dimensions of Water Resources Management, namely fossil water, green water, and sustainability of water resources on a global scale economic sustainability. The results of this study are expected to be taken into consideration for the government on Water Resources Management of the Cidanau-Ciujung-Cidurian River Basin to achieve sustainable and efficient water resources management.

Additional Information: Air merupakan sumber daya alam yang banyak dimanfaatkan manusia dikehidupannya sehari-hari. Proses pemanfaatan sumber air dapat menimbulkan beberapa masalah sumber daya air seperti pencemaran air dan eksploitasi. Wilayah Banten mengandalkan sumber daya air dari Wilayah Sungai Cidanau-Ciujung-Cidurian, namun menghadapi masalah seperti banjir, kekeringan, dan koordinasi yang buruk. Pemerintah mengeluarkan Keputusan Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 548/KPTS/M/2018 tentang rencana pengelolaan sumber daya air Wilayah Sungai Cidanau-Ciujung-Cidurian untuk mengatasi permasalahan sumber daya air dan menjaga sumber daya air. Penelitian ini bertujuan untuk menganalisis keselarasan Rencana Pengelolaan Sumber Daya Air Wilayah Sungai Cidanau-Ciujung-Cidurian dengan UU No. 17 Tahun 2019 dan Principles of Integrated Water Resources Management - IHE UNESCO. Penelitian ini menganalisis dokumen UU dan IWRM yang terkait dengan pengelolaan sumber daya air dan membandingkan penerapan atau implementasinya dalam dokumen rencana pengelolaan sumber daya air. Rencana Pengelolaan Sumber Daya Air untuk Wilayah Sungai Cidanau-Ciujung-Cidurian Sebagian besar telah selaras dengan UU, namun terdapat ketidakselarasan pada terancam punahnya jenis tumbuhan dan/atau satwa. Pada IWRM terdapat ketidakselarasan terhadap 4 Dimensi Pengelolaan Sumber Daya Air, yaitu air fosil, air hijau, dan keberlanjutan sumber daya air pada keberlanjutan ekonomi skala global. Hasil penelitian ini diharapkan dapat menjadi bahan pertimbangan bagi pemerintah terhadap Pengelolaan Sumber Daya Air Wilayah Sungai Cidanau-Ciujung-Cidurian dapat mencapai pengelolaan sumber daya air yang berkelanjutan dan berdaya guna.
