Abstract

The focus of this research is the Private Development Program in Class II A of The Serang Correctional Institution. In the implementation of this research, the problems are: lack of qualified supervision and counseling officers; the cessation of Dr. Saharjo; and a lack of supporting facilities and infrastructure for coaching programs. The aim of this research is to evaluate The Private Development Program in Class II A of The Serang Correctional Institution. The theory used is Leo Agustino's (2020: 196) evaluation theory, namely apparatus, institutional, facilities, infrastructure and technology, financial, and regulatory resources. The results of the research are that the implementation of the The Private Development Program in the aspect of apparatus resources is in accordance with the SOP which has been determined but there needs to be improvement, the institution is running well and the presenters have sufficient knowledge of the materials, facilities, infrastructure and technology during the pandemic, the Private Development Program is considered inadequate because there are many outdated equipment and inadequate building standards, financial matters are considered optimal enough to maximize the funds provided by the government, it just needs to be slightly improved for facilities and infrastructure needs, regulations in implementing the Private Development program are considered less than optimal in implementing several regulations in particular in the field of intellectual development, there needs to be improvement. The suggestion of this research is that it is hoped that there will be efforts from the Serang Correctional Institustion to maximize apparatus resources, and it is hoped that there will be efforts from the relevant agencies regarding intellectual development, which has stopped, so that the inmates can get a decent education, and it is hoped that the inmates will be conducive and cooperative in taking part in the inmate development program for the common good. Dalam pelaksanaannya permasalahan pada penelitian ini adalah: Kurangnya petugas pengawasan dan petugas konseling yang mumpuni, terhentinya program pembinaan kepribadian intelektual Dr. Saharjo, Minimnya fasilitas penunjang sarana dan prasarana program pembinaan. Tujuan penelitian ini adalah untuk mengevaluasi Program Pembinaan Narapidana di Lembaga Pemasyarakatan Kelas II A Serang. Teori yang digunakan adalah teori evaluasi Leo Agustino (2020:196), yaitu sumber daya aparatur, kelembagaan, sarana, prasarana dan teknologi, finansial dan regulasi. Hasil penelitian yaitu pelaksanaan Evaluasi Program Pembinaan Narapidana dalam aspek sumber daya aparatur sudah sesuai dengan SOP sudah ditentukan hanya saja perlu ada peningkatan, kelembagaan sudah berjalan dengan baik dan pemateri cukup menguasai materi, sarana, prasarana dan teknologi selama pandemi program Pembinaan Narapidana dinilai kurang dikarenakan banyak alat yang usang dan standar bangunan yang kurang memadai, finansial dalam hal dinilai cukup optimal untuk memaksimalkan dana yang diberikan oleh pemerintah, hanya saja perlu sedikit di tingkatkan untuk kebutuhan sarana dan prasarana, regulasi dalam pelaksanaan program Pembinaan Narapidana dinilai kurang optimal dalam melaksanakan beberapa regulasi khususnya bidang pembinaan intelektual, perlu ada peningkatan. Saran penelitian ini adalah Diharapkan adanya upaya dari Lembaga Pemasyarakatan Kelas II A Serang untuk memaksimalkan sumber daya aparatur, dan diharapkan adanya upaya dari dinas terkait mengenai pembinaan intelektual yang terhenti agar para narapidananya bisa mendapatkan pendidikan yang layak serta diharapkan bagi para narapidana yang kondusif dan kooperatif dalam mengikuti program pembinaan narapidana demi kepentingan bersama.
