Abstract
The Cilegon City Transportation Department has the authority to carry out Motor Vehicle Testing, issues in the transportation sector are traffic accidents and environmental problems, one of the factors that influence traffic accidents is inappropriate vehicle conditions or vehicle conditions that do not have the correct vehicle test results. The function of testing is to provide safety guarantees, preserve environmental functions, and provide public services to the community. This is in accordance with government regulation number 30 of 2021 concerning the implementation of road traffic and transportation. Regarding the identification of the problem, what is the authority of the Cilegon City Transportation Service in testing motorized vehicles (PKB) as a passenger safety requirement based on Government Regulation Number 30 of 2021? Then what are the supporting and inhibiting factors for the Cilegon City Transportation Department in carrying out motor vehicle testing? The theories used are the Theory of Authority and the Theory of Law Enforcement. The research method is empirical juridical. Data sources are primary data, secondary data and tertiary data. Data collection techniques are observation, interviews, documentation and literature study. Data was obtained and analyzed descriptively using qualitative methods. The results of research regarding the Authority of the Cilegon City Transportation Service in Testing Motorized Vehicles, show that the Department has carried out its authority in accordance with statutory regulations and has provided good and innovative services. The supporting factor is that testing is effective because it uses the latest tools, namely Muller and services that have innovated, such as test results that use smart cards, but there is still an inhibiting factor, namely public awareness of carrying out testing. The conclusion is that based on its authority, the Cilegon City Transportation Department has exercised its authority in carrying out motor vehicle testing, but despite this there are still 20% of vehicles that have not been tested and 80% of vehicles have passed the vehicle test because the public is not aware of the importance of safety testing. The suggestion is that the Cilegon City Transportation Department should be able to encourage the public so that people are aware of the importance of testing motor vehicles.

| Additional Information: | Dinas Perhubungan Kota Cilegon memiliki kewenangan untuk melaksanakan Pengujian Kendaraan Bermotor, isu di bidang transportasi adalah masalah kecelakaan lalu lintas dan masalah lingkungan, salah satu faktor yang mempengaruhi kecelakaan lalu lintas adalah kondisi kendaraan yang tidak sesuai atau kondisi kendaraan yang tidak memiliki hasil uji kendaraan yang dimana fungsi dari pengujian adalah memberikan jaminan keselamatan, melestarikan fungsi lingkungan, memberi pelayanan umum kepada masyarakat. Hal ini sesuai dengan Peraturan pemerintah Nomor 30 tahun 2021 Tentang Penyelenggaraan Bidang Lalu Lintas Dan Angkutan Jalan. Adapun identifikasi Masalahnya, Bagaimana kewengan Dinas Perhubungan Kota Cilegon Dalam Pengujian Kendaraan Bermotor (PKB) sebagai Syarat Keselamatan Penumpang Berdasarkan Peraturan Pemerintah Nomor 30 Tahun 2021? Kemudian Apa faktor pendukung dan penghambat Dinas Perhubungan Kota Cilegon dalam melakukan Pengujian Kendaraan Bermotor?. Teori yang digunakan yaitu Teori Kewenangan dan Teori Penegakan Hukum. Metode Penelitian yaitu Yuridis Empiris. Sumber data yaitu data primer, data sekunder, dan data tersier. Teknik pengumpulan data adalah observasi, wawancara,dokumentasi, dan studi pustaka. Data diperoleh dan dianalisis secara deskriptif dengan metode kualitatif. Hasil penelitian mengenai Kewenangan Dinas Perhubungan Kota Cilegon dalam Pengujian Kendaraan Bemotor, bahwa Dinas telah melakukan kewenangannya sesuai dengan peraturan perundang-udangan dan sudah memberikan pelayanannaya yang baik dan inovasi. Faktor pendukung yaitu pengujian sudah efektif karena sudah menggunakan alat terbaru yaitu muller serta pelayanan yang sudah berinovasi sepeti hasil uji sudah menggunakan smart card, namun masih terdapat faktor penghambat yaitu kesadaran masyarakat untuk melakukan pengujian. Kesimpulannya adalah berdasarkan kewenangannya Dinas Perhubungan Kota Cilegon Sudah melakukan kewenangannya dalam melaksanakan Pengujian Kendaraan Bermotor tetapi meskipun demikian masih mash terdapat 20% kendaraan yang tidak melakukan pengujian dan 80% kendaraan sudah lulus uji kendaraan karena kurang sadarnya masyarakat akan pentingnya pengujian terhadap keselamatan. Sarannya adalah agar Dinas Perubungan Kota Cilegon mampu mendorong masyarakat agar masyarakat sadar akan pentingnya pengujian kendaraan bermotor. | |||||||||
