Abstract
Many crimes such as verbal sexual harassment (catcalling) occur in public places such as on the side of roads, bus stops, and even on public transportation. Catcalling as a form of street harassment can take the form of derogatory comments about someone's body shape, teasing, and sexual nature towards someone in a public place which can have a negative impact on the victim. Catcalling has not received serious attention in law enforcement. The purpose of this research is to describe the factors that cause catcalling and to analyze criminal law enforcement against acts of catcalling (verbal sexual harassment). The theory used in this research is the theory of crime from socio-cultural factors which includes the theory of cultural deviance and social control, as well as the theory of law enforcement. The method used in this research is normative juridical with a qualitative approach, secondary data sources are literature studies and use analytical descriptive. The results of this research show that the causes of catcalling are caused by patriarchal cultural factors which place the position of men above women resulting in inequality, lack of public awareness regarding catcalling which is often taken for granted and considered trivial, law enforcement factors which have not been running well, and imitation. (imitating the criminal actions of someone from their social environment). Enforcement of criminal law through criminal sanctions for acts of catcalling as a last resort. Before taking the criminal route, efforts to resolve it can be through social sanctions as well as preventive measures. The conclusion is that the factors that cause catcalling are patriarchal culture, lack of public awareness, law enforcement that is not running well, and imitation. Seeing this phenomenon, law enforcement officials need to take firm steps and the public needs to be educated about catcalling. Keywords: catcalling, sexual harassment, law enforcement

| Additional Information: | Banyaknya kriminalitas seperti pelecehan seksual secara verbal (catcalling) terjadi di tempat umum seperti di pinggir jalan raya, halte, bahkan di kendaraan umum. Catcalling sebagai bentuk street harassment dapat berupa komentar merendahkan terhadap bentuk tubuh seseorang, berbau menggoda, dan bersifat seksual pada seseorang di tempat umum yang dapat membuat dampak negatif pada korban. Catcalling belum mendapatkan perhatian serius dalam penegakan hukumnya. Adapun maksud dari penelitian ini yaitu untuk mendeskripsikan faktor penyebab terjadinya catcalling dan untuk menganalisis penegakan hukum pidana terhadap perbuatan catcalling (pelecehan seksual secara verbal). Teori yang digunakan dalam penelitian ini yaitu teori kejahatan dari faktor sosio-kultural yang meliputi teori cultural deviance dan social control, serta teori penegakan hukum. Adapun metode yang digunakan dalam penelitian ini yaitu yuridis normatif dengan pendekatan kualitatif, sumber data sekunder berupa studi literatur serta menggunakan deskriptif analitis. Hasil dari penelitian ini menunjukkan bahwa penyebab terjadinya catcalling disebabkan oleh faktor budaya patriarki yang menempatkan kedudukan laki-laki di atas perempuan sehingga terjadi ketimpangan, kurangnya kesadaran masyarakat mengenai catcalling yang sering mewajarkan dan menganggap sepele, faktor penegakan hukum yang belum berjalan dengan baik, dan imitasi (meniru perbuatan kriminal seseorang dari lingkungan sosialnya). Penegakan hukum pidana melalu sanksi pidana atas perbuatan catcalling sebagai upaya paling akhir. Sebelum menempuh jalur pidana, upaya penyelesaiannya bisa melalui sanksi sosial juga tindakan preventif. Kesimpulannya adalah faktor penyebab terjadinya catcalling yaitu faktor budaya patriarki, kurangnya kesadaran masyarakat, penegakan hukum belum berjalan dengan baik, dan imitasi. Melihat fenomena ini, maka aparatur penegak hukum perlu mengambil langkah tegas dan masyarakat perlu diedukasi mengenai catcalling.
