Abstract
Program Evaluation is able to provide information on policy performance that functions to provide clarification and criticism of the underlying values in the selection of goals. This research focuses on the Evaluation of the Pipitan Tourism Village Program in Serang City. This study aims to find out how the management of the Pipitan tourism village in implementing the program using the theory of Policy Evaluation according to Dunn (2003:609) in his book. This study uses a descriptive qualitative method by analyzing based on the results of interviews, observations, documentation, and document studies. The results of this study show that based on the policy evaluation according to Dunn (2003:609), the evaluation of the Pipitan Tourism Village Program in Serang City has not gone well, this is based on the measurement of policy evaluation criteria including; i) Effectiveness, lack of marketing promotion on social media related to Pipitan Tourism Village, ii) Efficiency, limited funds, absence of visitor entrance ticket rates, iii) Adequacy, the implementation of the program has been programmed, but it does not run regularly, iv) Equity, there are obstacles in the Pipitan Tourism Village Program in terms of lack of funds for the unpreparedness of administrators and members in the implementation of the tourism village program, v) Responsiveness, adding knowledge, coordination, participation, involvement between pokdarwis, the visitor community by utilizing the Pipitan Tourism Village Program, vi) Accuracy, the Pipitan Tourism Village program is in accordance with what is needed and then what is lacking can be recorded for the submission of assistance proposals Back to the Banten Provincial Tourism Office.

| Additional Information: | Evaluasi Program mampu memberikan informasi mengenai kinerja kebijakan yang berfungsi memberikan klarifikasi dan kritik terhadap nilai-nilai yang mendasari pada pemilihan tujuan. Penelitian ini berfokus pada Evaluasi Program Kampung Wisata Pipitan Kota Serang. Penelitian ini bertujuan untuk mengetahui bagaimana pengelolaan kampung wisata pipitan dalam melaksanakan program dengan menggunakan teori Evaluasi Kebijakan menurut Dunn (2003:609) dalam bukunya. Penelitian ini menggunakan metode kualitatif deskriptif dengan menganalisis berdasarkan hasil wawancara, observasi, dokumentasi, studi dokumen. Hasil penelitian ini menunjukkan bahwa berdasarkan evaluasi kebijakan menurut Dunn (2003:609), Evaluasi Program Kampung Wisata Pipitan Kota Serang belum berjalan dengan baik, hal ini berdasarkan pengukuran kriteria evaluasi kebijakan diantaranya; i) Efektivitas, kurangnya promosi pemasaran di media sosial terkait Kampung Wisata Pipitan, ii) Efisiensi, keterbatasan dana, tidak adanya tarif tiket masuk pengunjung, iii) Kecukupan, pelaksanaan program sudah diterprogramkan, namun tidak berjalan secara rutin, iv) Pemerataan, terdapat kendala pada Program Kampung Wisata Pipitan dalam hal kurangnya danam ketidaksiapan pengurus dan anggota dalam pelaksanaan program kampung wisata, v) Responsivitas, menambahkan pengetahuan, koordinasi, partisipasi, keterlibatan antar pokdarwis, masyarakat pengunjung dengan memanfaatkan Program Kampung Wisata Pipitan, vi) Ketepatan, program Kampung Wisata Pipitan sesuai dengan apa yang dibutuhkan dan kemudian yang kurang dapat dicatat untuk pengajuan proposal bantuan Kembali ke Dinas Pariwisata Provinsi Banten. | ||||||
