Abstract
Business legality is a crucial aspect for the sustainability and development of MSMEs, including in the fisheries sector. Complete business legality not only provides legal protection for business actors, but also opens up opportunities to obtain various facilities and support from the government. In Kabupaten Tangerang, only 27.36% of MSMEs in the fisheries sector have complete business legality. The fisheries service office of Tangerang district provides a business legality assistance program to improve the legality of fisheries MSMEs. However, the effectiveness of this program has not been optimal in accordance with the existing facts. Therefore, a grouping is needed that can be used to determine the agency's program priorities for MSMEs so that the program is right on target and more optimal. This research aims to group fisheries MSMEs based on relevant variables to provide effective recommendations for agency programs. In this research, data mining techniques are used, namely clustering with the K-Modes method, the logistic regression, and the decision tree. The clustering results produced 2 groups of MSMEs. Cluster 2 is a group of MSMEs recommended for assistance because the ownership of business legality in the group is low. The factors that are recommended for consideration to determine MSMEs that will be given an assistance program for making legality are halal certificates, P-IRT, NIB, NPWP, business capital, and turnover.

| Additional Information: | Legalitas usaha merupakan aspek krusial bagi keberlanjutan dan perkembangan UMKM, termasuk dalam sektor perikanan. Legalitas usaha yang lengkap tidak hanya memberikan perlindungan hukum bagi pelaku usaha, tetapi juga membuka peluang untuk mendapatkan berbagai fasilitas dan dukungan dari pemerintah. Wilayah Kabupaten Tangerang hanya 27,36% UMKM sektor perikanan yang memiliki legalitas usaha lengkap. Dinas perikanan Kabupaten Tangerang memberikan program pendampingan pembuatan legalitas usaha untuk meningkatkan kelengkapan legalitas UMKM perikanan. Namun efektivitas program ini belum optimal sesuai dengan fakta yang ada. Maka diperlukan sebuah kelompok yang dapat digunakan untuk menentukan prioritas program dinas bagi UMKM agar program tersebut tepat sasaran dan lebih optimal. Penelitian ini bertujuan mengelompokkan UMKM perikanan berdasarkan variabel yang relevan guna memberikan rekomendasi yang efektif untuk program dinas. Dalam penelitian ini digunakan teknik data mining, yaitu clustering dengan metode K-Modes, regresi logistik, dan decision tree. Hasil klasterisasi menghasilkan 2 kelompok UMKM. Klaster 2 menjadi kelompok UMKM yang direkomendasikan untuk diberikan pendampingan karena kepemilikan legalitas usaha dalam kelompok tersebut rendah. Faktor-faktor yang menjadi rekomendasi pertimbangan untuk menentukan UMKM yang akan diberikan program pendampingan pembuatan legalitas adalah sertifikat halal, P-IRT, NIB, NPWP, modal usaha, dan omset. | |||||||||
