Abstract
Indonesia is trying to achieve good governance by implementing bureaucratic reform. There were several main problems such as organizations that do not function properly, overlapping laws and regulations, human resource problems in the apparatus, authority that has not been well managed, inadequate public services, and a work culture of bureaucrats that does not support efficiency still hinder progress. This research aims to explore policy implementation, identify supporting and inhibiting factors, and explore efforts to handle inhibiting factors at the Pandeglang Regency Regional Secretariat. In this research, we use the George C. Edward III model with factors that really determine the success of implementing a policy, namely (1) communication, (2) resources, (3) disposition and (4) bureaucratic structure. Data collection techniques used to collect primary data and secondary data through literature study, interviews and observation. Data analysis is carried out by collecting, reducing, presenting, drawing conclusions/verification. The results of the analysis of implementation success factors show that in general the implementation policy of equalizing Echelon IV Structural Positions to Functional Positions is still in an adaptive process. The supporting factor is the existence of Pandeglang Regent Regulation Number 41 of 2023 concerning Work Systems and performance monitoring carried out by the Pandeglang Regency Inspectorate. The inhibiting factor is in terms of providing salary allowances and performance allowances. The aspect of organizational culture lies in the mindset of functional officials as a result of the alignment and implementation of Competency Tests and Functional Position Training by the Development Agency. Efforts to overcome obstacles include preparing regulations regarding the provision of salary allowances and performance allowances for Functional Officials as a result of equalizing positions and strengthening organizational culture carried out by the leadership of the Pandeglang Regional Secretariat.

Additional Information: | Indonesia sedang berupaya mencapai good governance dengan melakukan reformasi birokrasi sebagai instrumen utama. Meskipun telah ada upaya reformasi, beberapa permasalahan utama seperti organisasi yang belum tepat fungsi, tumpang tindihnya peraturan perundang-undangan, masalah SDM aparatur, kewenangan yang belum terkelola baik, pelayanan publik yang belum memadai, dan budaya kerja birokrat yang belum mendukung efisiensi masih menghambat kemajuan. Penelitian ini memiliki tujuan untuk mendalami implementasi kebijakan, mengidentifikasi faktor pendukung dan penghambat, dan mengeksplorasi upaya penanganan faktor penghambat di Sekretariat Daerah Kabupaten Pandeglang. Dalam penelitian ini, menggunakan model George C. Edward III dengan faktor yang sangat menentukan keberhasilan implementasi sebuah kebijakan, yaitu (1) komunikasi, (2) sumberdaya, (3) disposisi dan (4) struktur birokrasi. Teknik pengumpulan data yang digunakan untuk mengumpulkan data primer dan data sekunder melalui studi kepustakaan, wawancara dan observasi. Analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan/verifikasi. Hasil analisis terhadap faktor-faktor keberhasilan implementasi menunjukan bahwa secara umum implementasi kebijakan penyetaraan Jabatan Struktural Eselon IV ke Jabatan Fungsional masih dalam proses adaptif. Faktor pendukung dengan adanya Peraturan Bupati Pandeglang Nomor 41 tahun 2023 tentang Sistem Kerja dan monitoring kinerja yang dilakukan Inspektorat Kabupaten Pandeglang. Faktor penghambat yaitu dari segi regulasi pemberian tunjangan gaji dan tunjangan kinerja. segi budaya organisasi terletak pada mind set para pejabat fungsional hasil penyetaraan dan penyelenggaraan Uji Kompetensi dan Diklat Jabatan Fungsional oleh Instansi Pembina. Upaya dalam mengatasi hambatan yaitu dengan melakukan penyusunan regulasi mengenai pemberian tunjangan gaji dan tunjangan kinerja Pejabat Fungsional hasil penyetaraan jabatan dan penguatan budaya organisasi yang dilakukan pimpinan Setda Pandeglang. | |||||||||
