Abstract

In the implementation local regulations of Serang City second in 2010 about prevention, eradication and prevention social ills. There are some problems that can not be solved. Among the problems are many prostitutes operate though the local regulations has upheld. That are because many factors. of which financing is limited, there is no deterrent attitude shown by the prostitutes, and there is no cooperation between the community and local government. In addition, from the policy implementers do not have a place to accommodate the rehabilitation of prostitutes netted and socialization to them. dissemination to the public was still not enough for them not all know about these regulations. This research uses a qualitative method uses Merilee S. Grindle’s theory. Purpose of this research want to know the extent to which Content Of Policy and Context Of Policy can be implemented appropriate enforced the local regulations of Serang City second in 2010. From these results it can be seen that the Regional Regulation Number 2 of 2010 not running optimally as it should, because the prostitutes are still roaming around the city of Serang. Therefore, researchers recommend that policy actors to solve the problems that are happening. Keyword: Implementation of the Regional Regulation, Disease Society

Pada Implementasi Peraturan Daerah Kota Serang Nomor 2 Tahun 2010 Tentang Pencegahan, Pemberantasan, dan Penanggulangan Penyakit Masyarakat, ada beberapa masalah yang belum terpecahkan. Di antara masalah tersebut adalah tentang para PSK yang terus beroperasi meski Peraturan Daerah sudah ditegakkan. Hal itu disebabkan karena ada beberapa faktor, di antaranya pembiayaan yang terbatas, tidak ada sikap jera yang ditunjukkan oleh para PSK, dan tidak ada kerja sama antara masyarakat dengan pemerintah setempat. Kemudian dari para pelaksana kebijakan belum memiliki tempat rehabilitasi untuk menampung para PSK yang terjaring razia serta sosialisasi kepada mereka. sosialisasi kepada masyarakat pun dirasa belum cukup sebab di antaranya belum semua tahu tentang perda tersebut. Penelitian ini menggunakan metode kualitatif dengan memakai teori Merilee S. Grindle untuk mengetahui sejauh mana Content Of Policy dan Context Of Policy dapat dilaksanakan sesuai dengan tujuan diadakannya Peraturan Daerah Kota Serang Nomor 2 Tahun 2010. Dari hasil penelitian tersebut dapat diketahui bahwa Peraturan Daerah Kota Serang Nomor 2 Tahun 2010 belum berjalan optimal sebagaimana mestinya, sebab para PSK masih berkeliaran di sekitar Kota Serang. Oleh karena itu peneliti merekomendasikan supaya para pelaku kebijakan menyelesaikan permasalahan yang sedang terjadi. Kata kunci: Implementasi peraturan daerah, penyakit masyarakat
