Abstract
The problem of suboptimal institutional involvement in the implementation of SPALD-T in Pekayon Village prompted this research. The purpose of this study was to determine the role of institutions in the implementation of the Centralized Domestic Wastewater Management System (SPALD-T) in Pekayon Village, Sukadiri Sub-district, Tangerang Regency. This research used a qualitative method with a descriptive approach. Data collection methods used in this study: observation, interviews and documentation. The data analysis used was interactive analysis according to Miles and Huberman. The validity of the data in this study was checked using triangulation techniques. The findings of this study indicate that institutional effectiveness based on the five factors shows that the institutional performance of the OPD of Tangerang Regency has not been effective. The Tangerang Regency Domestic Wastewater Management Unit (UPT PALD) has conducted socialization to regional apparatus organizations related to the implementation of SPALD-T in Pekayon Village to build commitment. In terms of leadership, the Tangerang Regency Government has issued Tangerang Regent Regulation No. 80/2017 on Domestic Wastewater Management as a guideline for SPALD-T implementation. In terms of doctrine, the lack of community involvement in SPALD-T maintenance in Pekayon Village indicates that the Tangerang District government's efforts to indoctrinate the community to actively participate in SPALD-T implementation have not been effective. Furthermore, the program has resulted in the realization of community rights, which is also consistent with the objectives that have been made however, some objectives have not been met due to personnel shortages. In addition, overall resources are still insufficient and cannot be used to their full potential. The lack of organizational structure of OPDs involved in SPALD-T implementation and poor communication between OPDs indicate weaknesses in the institutional development of the Tangerang District Government.

| Additional Information: | Permasalahan belum optimalnya keterlibatan kelembagaan dalam implementasi SPALD-T di Desa Pekayon menjadi pendorong dilakukannya penelitian ini. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran kelembagaan dalam implementasi Sistem Pengelolaan Air Limbah Domestik Terpusat (SPALD-T) di Desa Pekayon Kecamatan Sukadiri Kabupaten Tangerang. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Metode pengumpulan data yang digunakan dalam penelitian ini: observasi, wawancara dan dokumentasi. Analisis data yang digunakan adalah analisis interaktif Menurut Miles dan Huberman. Keabsahan data dalam penelitian ini diperiksa dengan menggunakan teknik triangulasi. Temuan penelitian ini menunjukkan bahwa efektivitas kelembagaan berdasarkan kelima faktor tersebut menunjukkan bahwa kinerja kelembagaan OPD Kabupaten Tangerang belum optimal. UPT Pengelolaan Air Limbah Domestik (PALD) Kabupaten Tangerang telah melakukan sosialisasi kepada organisasi perangkat daerah terkait pelaksanaan SPALD-T di Desa Pekayon untuk membangun komitmen. Dari sisi kepemimpinan, Pemerintah Kabupaten Tangerang telah menerbitkan Peraturan Bupati Tangerang No. 80 Tahun 2017 tentang Pengelolaan Air Limbah Domestik sebagai pedoman pelaksanaan SPALD-T. Dari sisi doktrin, kurangnya keterlibatan masyarakat dalam pemeliharaan SPALD-T di Desa Pekayon menunjukkan upaya pemerintah Kabupaten Tangerang dalam mendoktrin masyarakat untuk berpartisipasi aktif dalam pelaksanaan SPALD-T kurang efektif. Selanjutnya, program telah menghasilkan realisasi hak-hak masyarakat, yang juga konsisten dengan tujuan yang telah dibuat namun, beberapa tujuan belum terpenuhi karena kekurangan personel. Selain itu, sumber daya secara keseluruhan masih belum mencukupi dan tidak dapat digunakan secara maksimal. Kurangnya struktur organisasi OPD yang terlibat dalam implementasi SPALD-T dan komunikasi yang buruk antar OPD mengindikasikan adanya kelemahan dalam pengembangan kelembagaan Pemerintah Kabupaten Tangerang. | ||||||
