Abstract
AKBAR AGUNG MAESYA, 6661102108. Skripsi. Implementasi Kebijakan Program Kredit Usaha Rakyat (KUR) Dalam Pengembangan Usaha Mikro Kecil dan Menengah Di Kecamatan Warunggunung Kabupaten Lebak. Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing I DR. Suwaib Amirudin, M.Si., Pembimbing II Riny Handayani, S.Si., M.Si. Implementasi Kebijakan Program Kredit Usaha Rakyat Dalam Pengembangan Usaha Mikro Kecil dan Menengah Di Kecamatan Warunggunung Kabupaten Lebak. Identifikasi masalah : Program KUR yang kurang tepat sasaran karena juga dinikmati oleh masyarakat yang tidak memiliki usaha; Minimnya sosialisasi yang dilakukan dari pihak pemerintah maupun Bank Pelaksana; Rendahnya partisipasi masyarakat yang dikarenakan ketakutan berurusan dengan pihak Bank. Metode penelitian adalah Kualitatif. Subjek penelitian: Warga Kecamatan Warunggunung Kabupaten Lebak baik yang menerima KUR ataupun tidak. Teori Merilee S. Grindle (2003), isi kebijakannya mencakup: (i) Kepentingan yang terpengaruhi oleh kebijakan; (ii) Jenis manfaat yang akan dihasilkan; (iii) Derajat perubahan yang diinginkan; (iv) Kedudukan pembuat kebijakan; (v) (Siapa) pelaksana program; serta (vi) Sumberdaya yang dikerahkan. Sedangkan konteks implementasinya mencakup : (i) Power, Interest and Strategy of Actor Involved (kekuasaan, kepentingan-kepentingan dan strategi dari aktor yang terlibat); (ii) Institution and Regime Characteristic (karakteristik lembaga dan rezim yang berkuasa); serta (iii) Compliance and Responsiveness (tingkat kepatuhan dan adanya respon dari pelaksana). Hasil Penelitian: implementasi kebijakan program Kredit Usaha Rakyat (KUR) dalam pengembangan usaha mikro kecil dan menengah di Kecamatan Warunggunung Kabupaten Lebak belum optimal. Saran: 1) Mengoptimalkan sosialisasi mengenai program KUR baik oleh bank pelaksana maupun oleh pemerintah daerah; 2) Penguatan kerjasama antara Bank pelaksana dengan pemerintah daerah agar terciptanya sinergitas; 3) Memperketat pengawasan dari pemerintah terkait penyaluran KUR; 4) Mengoptimalkan tenaga pendampingan dari pemerintah daerah melalui instansi terkait terhadap usaha-usaha mikro kecil dan menengah didaerahnya; 5)Mengkaji kembali persyaratan pengajuan KUR sehingga lebih meringankan pelaku usaha kecil dalam memperoleh bantuan usaha dari pemerintah.

Identification of the problem: the lack of proper KUR program is targeted because it is also enjoyed by people who do not have a business; The lack of socialization of the government and Bank Executive; The low participation of communities due to fear of dealing with the Bank. The research method is qualitative. Subject of research: Citizens Subdistrict Lebak Warunggunung both receiving KUR or not. Theory Merilee S. Grindle (2003), the contents policies include: (i) interests are affected by the policy; (ii) types of benefits to be generated; (iii) The degree of desired change; (iv) The position of policy makers; (v) (Who) implementing the program; and (vi) Resources are deployed. While the context of the implementation include: (i) Power, Interest and Strategy of Actor Involved (power, interests and strategies of the actors involved); (ii) Institution and Regime Characteristic (characteristics of the institution and the ruling regime); and (iii) Compliance and Responsiveness (level of compliance and the response from the executor). Results: The implementation of the policy program People's Business Credit (KUR) in the development of micro small and medium enterprises in the district of Lebak Warunggunung not optimal. Suggestions: 1) Optimizing the socialization of the KUR program either by a bank executive and by local governments; 2) The strengthening of cooperation between the Bank executive with local governments in order to create synergy; 3) Tightening the supervision of the relevant government KUR; 4) Optimizing the power assistance of the local government through relevant agencies to the efforts of small and medium micro its region; 5) Assess return filing requirements KUR so much ease small businesses in obtaining assistance from the government's efforts.
