Abstract
This study analyzes the RAGEM application as a public service innovation in Serang City, within the context of implementing the Serang Smart City policy. The main objective of this research is to evaluate how the RAGEM application functions as a communication tool between the Serang City Government and the community, as well as to identify the challenges and opportunities in its use. The RAGEM application, managed by the Serang City Communication and Information Office, is designed to facilitate the public in receiving and conveying information to the government, with flexible access anytime and anywhere. This study employs a qualitative method with a descriptive approach, combining observation, interviews, documentation, and literature review techniques. The data obtained were then analyzed using a theoretical framework encompassing Smart City, Public Service, and Good Governance theories. The results of the study indicate that the RAGEM application significantly facilitates the public in accessing various public services in Serang City through its diverse features. However, the implementation of this application still faces several obstacles, such as a lack of public awareness resulting in relatively few users. Additionally, limited budget and a shortage of human resources with expertise in information technology are major challenges for the Serang City Government in realizing the vision of Serang Smart City. In conclusion, although the RAGEM application has great potential to improve the quality of public services, further efforts are needed in socialization and human resource capacity development to achieve the desired effectiveness. This study provides recommendations for the Serang City Government to address these obstacles and enhance the use of the RAGEM application in supporting the Serang Smart City policy.

Tujuan utama penelitian ini adalah untuk mengevaluasi bagaimana aplikasi RAGEM berfungsi sebagai alat komunikasi antara Pemerintah Kota Serang dan masyarakat, serta mengidentifikasi tantangan dan peluang dalam penggunaannya. Aplikasi RAGEM, yang dikelola oleh Dinas Komunikasi dan Informatika Kota Serang, dirancang untuk memudahkan masyarakat dalam menerima dan menyampaikan informasi kepada pemerintah, dengan akses yang fleksibel kapanpun dan dimanapun. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif, mengkombinasikan teknik observasi, wawancara, dokumentasi, dan studi literatur. Data yang diperoleh kemudian dianalisis menggunakan kerangka teoritis yang meliputi teori Smart City, Pelayanan Publik, dan Good Governance. Hasil penelitian menunjukkan bahwa aplikasi RAGEM secara signifikan mempermudah masyarakat dalam mengakses berbagai layanan publik di Kota Serang melalui fitur-fiturnya yang beragam. Namun, implementasi aplikasi ini masih menghadapi beberapa kendala, seperti kurangnya sosialisasi kepada masyarakat sehingga jumlah pengguna masih relatif sedikit. Selain itu, terbatasnya anggaran dan kurangnya sumber daya manusia dengan keahlian di bidang teknologi informasi menjadi tantangan utama bagi Pemerintah Kota Serang dalam mewujudkan visi Serang Smart City. Kesimpulannya, meskipun aplikasi RAGEM memiliki potensi besar dalam meningkatkan kualitas pelayanan publik, diperlukan upaya lebih lanjut dalam sosialisasi dan pengembangan kapasitas SDM untuk mencapai efektivitas yang diharapkan. Penelitian ini memberikan rekomendasi bagi Pemerintah Kota Serang untuk mengatasi kendala tersebut dan meningkatkan penggunaan aplikasi RAGEM dalam rangka mendukung kebijakan Serang Smart City. | |||||||||
