Abstract
The Banten Regional Office of the Ministry of Law and Human Rights continues to strive to increase public awareness of the implementation of the duties and functions of the regional office. One of them is related to the program of providing legal aid for the poor / underprivileged. The provision of legal aid is a manifestation of the presence of the state to guarantee citizens' rights to access to justice and equality in the Provincial law. This study aims to determine the communication strategy of public relations of the Ministry of Law and Human Rights of Banten Region in socializing legal aid programs. This research uses descriptive qualitative research, with a paradigm of constructivism in looking at social problems and also using public relations communication theory, namely the theory of Excellence Communication: Press Agentry, Public Information, Two Way Asymmetrical, Two Way Symetrical according to James Grunig & Hunt. Data collection was carried out by conducting interviews, documentation studies and observation of the research subject. The findings of this study are that based on the research, namely the Public Relations of the Ministry of Law and Human Rights Banten Region has not carried out excellent Public Relations practices because it does not apply methods in accordance with the Two Way Symmetrical model, but the Public Relations activities of the Ministry of Law and Human Rights Banten Region are more in accordance with the Public Information model.

| Additional Information: | Kantor Wilayah Kementerian Hukum dan Hak Asasi Manusia Banten terus berupaya untuk meningkatkan kesadaran masyarakat terhadap pelaksanaan tugas dan fungsi kantor wilayah. Salah satunya terkait dengan program pemberian bantuan hukum bagi masyarakat miskin/kurang mampu. Pemberian bantuan hukum ini merupakan wujud hadirnya negara untuk menjamin hak warga negara akan akses terhadap keadilan dan kesamaan didalam hukum Wilayah Provinsi. Penelitian ini bertujuan untuk mengetahui strategi komunikasi humas Kementrian Hukum dan HAM Wilayah Banten dalam mensosialisasikan program bantuan hukum. Penelitian ini menggunakan penelitian kualitatif deksriptif, dengan paradigrma konstruktivisme dalam melihat masalah sosial dan juga menggunakan teori komunikasi public relations yaitu teori Excellence Communication: Press Agentry, Public Information, Two Way Asymmetrical, Two Way Symetrical menurut James Grunig & Hunt. Pengumpulan data dilaksanakan dengan cara melakukan wawancara, studi dokumentasi dan observasi terhadap subjek penelitian tersebut. Temuan penelitian ini bahwa berdasarkan penelitian yaitu Humas Kementrian Hukum dan HAM Wilayah Banten belum melakukan praktek Public Relations yang excellent karena tidak menerapkan metode yang sesuai dengan model Two Way Symmetrical, namun aktivitas Humas Kementrian Hukum dan HAM Wilayah Banten lebih sesuai dengan model Public Information. | |||||||||
