Abstract
The pattern of power relations between the government and the private sector in managing beach tourism in Anyer are two important elements that are interrelated. The government as a formal institution has the authority to develop tourist destinations through policy. Meanwhile, the private sector is the element that provides tourism accommodation products and services. In general, the relationship that exists between the two is very complex and very prone to tensions of interest (rent-seeking). Aston Anyer Beach Hotel is recognized as the best and most innovative hotel. The only hotel in Anyer that has an Overwater villa as a superior hotel facility, accompanied by many award achievements both nationally and regionally. The privatization of the coastal border in Anyer has not been completed until now, so an analysis is needed to determine the causal factors. This research uses two theories, namely power from Flechtheim (1952) and the concept of rent-seeking from Grindle (1989), both of which are related because the emergence of the practice of rent seeking comes from power. The research method uses qualitative with a case study approach. The results of this research indicate that the private sector's privatization of the Anyer coastal border is in line with the rent creation type, where the pattern of power relations between the government and the private sector emerges because of private interests acting as actors seeking profits from the state which can weaken regulations and rules regarding the coastal border in Anyer.

| Additional Information: | Pola hubungan relasi kuasa antara pemerintah dan swasta dalam pengelolaan pariwisata pantai di Anyer merupakan dua elemen penting yang saling terikat. Pemerintah sebagai institusi formal yang memiliki kewenangan untuk mengembangkan destinasi wisata melalui kebijakan. Sedangkan swasta sebagai elemen yang menyediakan produk dan jasa akomodasi pariwisata. Secara umum relasi yang terjalin antara keduanya sangat kompleks dan sangat rawan terjadinya tarik ulur kepentingan (rent-seeking). Aston Anyer Beach Hotel diakui sebagai hotel terbaik dan inovatif. Satu-satunya hotel di Anyer yang memiliki Overwater villa menjadi fasilitas unggulan hotel, disertai dengan banyaknya prestasi penghargaan yang di peroleh baik secara nasional maupun daerah. Privatisasi sempadan pantai di Anyer belum dapat diselesaikan hingga kini, sehingga perlu adanya analisis untuk mengetahui faktor penyebabnya. Penelitian ini menggunakan dua teori yaitu kekuasaan dari Flechtheim (1952) dan konsep Rent-seeking dari Grindle (1989) keduanya saling berkaitan karena munculnya praktik rent seeking ini berasal dari kekuasaan. Metode penelitian menggunakan kualitatif dengan pendekatan studi kasus. Hasil penelitian ini menunjukkan bahwa privatisasi sempadan pantai Anyer oleh swasta memiliki kesesuaian dengan tipe rent creation, dimana pola relasi kuasa antara pemerintah dan swasta muncul karena adanya kepentingan swasta yang berperan sebagai aktor yang mencari keuntungan dari negara yang dapat melemahkan regulasi dan aturan tentang sempadan pantai di Anyer. | ||||||
