Abstract

The Cilegon City Government made innovation by launching the Cilegon Prosperous Card (KCS) program. Education is one of the keys to the direction of Human Resources (HR) development to create quality and competitive human resources. This research aims to measure the effectiveness of Helldy Agustian's leadership regarding the Cilegon Prosperous Card (KCS) Scholarship Program at the Cilegon City Education Office. This researcher uses the Theory of Leadership Effectiveness Characteristics with indicators: 1. Clear vision and direction, 2. Good communication, 3. Motivating team members, 4. Involvement and participation, 5. Ability to manage change, 6. Decision making skills, 7. Effective delegation, 8. Relationship building skills, 9. Learning and self-development, 10. Ethics and integrity as analytical tools. This research uses quantitative research techniques. Observations, interviews, and questionnaires are part of data collection. The results of this research explain that the effectiveness of Helldy Agustian's leadership regarding the Cilegon Prosperous Card (KCS) Scholarship Program at the Cilegon City Education Office has gone well because it reached 95,44%, which means this figure is more than the expected ideal figure of 60%.

Penelitian ini bertujuan untuk mengukur seberapa besar Efektivitas Kepemimpinan Helldy Agustian Tentang Beasiswa Program Kartu Cilegon Sejahtera (KCS) di Dinas Pendidikan Kota Cilegon. Peneliti ini menggunakan Teori Karakteristik Efektivitas Kepemimpinan dengan Indikator: 1. Visi dan arah yang jelas, 2. Komunikasi yang baik, 3. Memotivasi anggota tim, 4. Keterlibatan dan partisipasi, 5. Kemampuan mengelola perubahan, 6. Keterampilan mengambil keputusan, 7. Delegasi yang efektif, 8. Keterampilan membangun hubungan, 9. Pembelajaran dan pengembangan diri, 10. Etika dan integritas sebagai pisau-analisis. Penelitian ini menggunakan teknik penelitian Kuantitatif. Observasi, Wawancara, Dan Kuisioner/Angket merupakan bagian dalam pengumpulan data. Hasil penelitian ini menjelaskan yaitu Efektivitas Kepemimpinan Helldy Agustian Tentang Beasiswa Program Kartu Cilegon Sejahtera (KCS) Di Dinas Pendidikan Kota Cilegon sudah berjalan dengan baik karena mencapai angka 95,44% yang artinya angka tersebut lebih dari angka ideal yang diharapkan yaitu 60%.
